- Description
- G & C Compressor. This announcement constitutes a sources sought synopsis. The following information is provided to assist the United States Air Force in conducting market research of to identify potential sources for a nuclear hardened compressor that meets minimum requirements given below. This is neither a Request For Proposal (RFP) nor an Invitation for Bid (IFB). The ICBM system program office is considering replacing all Minuteman III G&C Chiller/Compressors (NSNs) 4130-01-083-1179 and 4130-01-420-5968. Procurement of replacement compressors is estimated to be 826 units. The new units must fit, function and perform within the existing chiller drawer. The G&C Chiller/Compressor is considered to be a non-repairable item that must run 24 hrs per day, 7 days per week for a Mean Time Between Failure (MTBF) standard of 220,000 hours or 25.11 years. The compressor is required to pump heat in maximum output mode of a minimum of 4100 BTU/HR at 85 degrees air temperature, 60% max relative humidity and at the equivalent of 7000 ft. altitude. Normal output capacity is 3200 BTU/HR, at 77 degrees, 60% relative humidity at 5000 ft equivalent altitude. The compressor must operate from a 3 phase, 3 wire, ABC phase rotation power supply at 120/208 +/-2% VRMS and 400 +35/-20 Hz and shall not exceed 700 watts at maximum output and not exceed 600 watts at normal output. Maximum output mode time is not expected to exceed 1.0% of total projected life of compressor. (220K MTBF) MTBF standard for a compressor must be documented with methodology/analysis acceptable to the Air Force. (See web cite http://contracting.hill.af.mil/html/SourceSought/SShp.htm for methodology/analysis clarification). Compressors must demonstrate the ability to survive and operate in a nuclear event environment. The possibility exists to loan a chiller drawer and/or failed compressor to a potential vendor who has proven high performance compressor qualifications. Loans would be for pre-testing, analysis and fitting only. A performance requirements package for the compressor is available on the following web cite http://contracting.hill.af.mil/html/SourceSought/SShp.htm Compressors will be subject to First Article test to include (but not inclusive) vibration, shock, and related stress tests that simulate a nuclear event. Vendors must demonstrate capability to deliver a first article approximately 6 months after contract award. Also, vendors must demonstrate their ability to produce 43 compressors in approximately 3 month increments beginning in 2002 (172 per year). Earlier delivery is acceptable. Interested parties are requested to submit two (2) copies of an unclassified response (limited to 10 letter size pages) within 15 days after publication of this notice to OO-ALC/LMKA, 6014 dogwood Ave., Bldg 1258, Hill Air Force Base, Ut., 84056, Attn: LuAnn H Garrett, Contracting Officer. Please note that release or distribution of your response to other than the Contracting Officer must be approved by the Contracting Officer. Request for further information regarding this announcement should be directed to the contracting officer. Electronic procedure will be used for this solicitation. See our Web page.
