Description
PRE-SOLICITATION NOTICE: . Furnish all labor, materials, and equipment necessary to fabricate and install two multiple pile jacket-type structures in San Juan Harbor, Puerto Rico. The multiple pile jacket-type structures will be installed in approximately 25 feet of water and will support platform decks and steel skeleton towers that are to be fabricated and installed by the contractor. The decks will be at an elevation of approximately 15 feet above sea level and free-standing steel towers will be 30 feet tall and 10 feet tall, respectively, founded on the decks. The new structures must be precisely located to properly mark the new centerline extension of the San Juan Bar Range; accurate surveying will be required. The work will also include the demolition and removal of one existing multiple pile steel light structure, which is located near the proposed positions of the new structures. This procurement action is being considered for 100 percent set-aside for HUBZone small business concerns. Interested HUBZone small business concerns should indicate their interest to the Contracting Officer, in writing, as early as possible but to be received not later than 15 calendar days from this notice. As a minimum, the following information is required: (a) a copy of the certificate issued by the SBA of your qualifications as a HUBZone concern, (b) a positive statement of your intention to submit an offer for this solicitation as a prime contractor, (c) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contacts and telephone numbers and (d) provide evidence of bonding capability to the maximum magnitude of the project, to include both single and aggregate totals. All of the above must be submitted in sufficient detail for a decision to be made on availability of interested HUBZone concerns. Failure to submit all information requested will result in a contractor not being considered as an interested HUBZone concern. If adequate interest is not received from HUBZone concerns by close of business 15 calendar days from the date of this notice, this solicitation will be issued on an unrestricted basis without further notice. Therefore, replies are requested from all concerns, as well as from HUBZone concerns. The estimated dollar value of this project is between $500,000.00 and $1,000,000.00. The aplicable Standard Industrial Classification (SIC) code is 1629 with a three-year average annual receipts small business size standard of 27.5 million. The North American Industry Classification System (NAICS) code is 234990. Bid guarantee, payment, and performance bonds are required. The request for a bid package must be submitted in writing and can be faxed to: (305) 278-6696. It is anticipated that the solicitation package will be available in mid-March 2001.
