Description
The National Park Service, Denver Service Center, is soliciting proposals from construction firms having the capability to perform the work described below. A negotiated firm-fixed price contract will be awarded requiring submission of both technical and price proposals. The Government will consider an offeror's technical capability to be significantly more important than its price and will select the contractor whose proposal represents the best value to the Government. The work of this contract consists of the demolition of an existing comfort station, and the demolition of existing road and parking, and site restoration all at the Sherman Tree area. New construction will include a new vaulted comfort station at the Sherman Tree Area, two parking areas at Wolverton with sewered comfort station and leach field, re-alignment of the Generals Highway with parking, new asphalt pedestrian trail with associated wood bridges from Wolverton parking to the Sherman Tree area. This solicitation is open to large and small businesses. All responsible sources may submit an offer which will be considered. Because this acquisition could result in an award over $1,000,000, a subcontracting plan will be required by the selected firm, if the firm is a large business concern. The Request for Proposals (RFP) will be issued on or about February 27, 2001. Proposal receipt date of March 29, 2001 is approximate; actual date will be established at the time documents are available. The estimated price range is between $5,000,000 and $10,000,000. The time for completion is approximately 760 calendar days. Actual time will be established at the time documents are available. Award of a single contract will be made to the best value offeror.
