Description

DESC: Design and construct a Bachelor Enlisted Quarters (BEQ), including administrative and other support spaces, site improvements, and off-site work as required at the Naval Station, Pearl Harbor, Hawaii. The scope of work includes completion of design, using the plans in the RFP as the basis to provide a compete/useable facility and construction of 104 living units. Each living shall be designed to accommodate two personnel, based on the "new" "2+0" BEQ module. The buildings shall be multi-story and shall include living units, housekeeping, storage and bulk storage, mailroom, laundry facilities, vending machine alcove or room, a common lounge/recreation, kitchen, and trash room area and a Building Manager Office. Electrical systems include fire alarms and information systems. Mechanical systems include fire sprinklers and air conditioning. Supporting facilities work includes site and building utility connections (water, sanitary and storm sewers, electrical, telephone, LAN, and cable television). Paving and site improvements include paved parking, sidewalks, outdoor recreation area, and landscaping Estimated cost range is between $10,000,000 to $25,000,000. The performance period is 450 calendar days. The NAICS Code for this procurement is 23322 and the annual size standard is $27.5 Million. This procurement is UNRESTRICTED. This is a source selection procurement requiring both technical and price proposals. Contract award will be made to the offeror proposing the best value to the Government from a standpoint of the technical and price proposal. Price is considered approximately equal to the technical evaluation factors. Technical evaluation factors are as follows: (1) FACTOR A: DESIGNER'S QUALIFICATIONS AND EXPERIENCE AND PAST PERFORMANCE; (2) FACTOR B: CONTRACTOR'S QUALIFICATIONS AND EXPERIENCE AND PAST; PERFORMANCE; (3). FACTOR C: DESIGN/BUILD MANAGEMENT PLAN; (4) FACTOR D: CONSTRUCTION MANAGEMENT PLAN; (5) FACTOR E: SMALL BUSINESS UTILIZATION The Request for Proposal (RFP), CD-ROM only, will be available on or about 23 February 2001 for a non-refundable charge of $67.92.
