- The purpose of this Modification Number 0002 to Commercial pager/Notice of Intent No. A-01-0001 is to change the original order of the acquisition strategy to a combination Request for Proposals (RFP)/Task Request. The commercial item solicitation is now available for release and may be obtained by submitting an e-mail or fax request. All requested copies will be provided to requestors via e-mail or over night mail. Responses to this request will now be executed via oral presentations. Oral presentations will be held on February 12th, 13th, or 14th, 2001. Oral presentation will not exceed one hour. The government requests that your presentation be done by the individuals who would be responsible for executing the work. Offerors shall submit a listing of names and position titles of all presenters and copies of all slides and other briefing materials that will actually be used in the presentation in the format of the contractor_s choice. Offerors shall submit ten (10) copies of the technical proposal and three (3) copies of the price/cost proposal. The price/cost proposal shall be submitted under separate cover. All requested proposals shall be presented by the offeror at the time of oral presentation. The Government asks that you present a sample of each required pager, basic numeric, alphanumeric and two-way. Scheduling of the presentation will be conducted by a method of drawing lots by the Contracting Officer. A Government representative will contact you via telephone to schedule the exact date, time and location of the presentation. Requests to reschedule will not be entertained. The Government will evaluate your presentation based on a _best value_ methodology. Technical expertise is more important than price and past performance. Price is more important than past performance. Your presentation will be evaluated using the following criteria: (1) Technical _ Offerors shall present oral presentations of their proposed approach to accomplishing the statement of work (SOW). (2) Price _ The Government request the contractor to price each deliverable separately in accordance with the CLIN Structure (See Attachment #2). (3) Past Performance _ The Offeror shall provide three (3) or more references with the contact name, address, telephone number and contract information of similar work performed in the past three (3) years. The oral presentation shall not constitute discussions as defined in the Federal Acquisition Regulations (FAR) 15.601 as the Department of the Treasury reserves the right to award without discussions. Upon completions of the oral presentation, the Government will take a short recess and upon re-convening, the Government may ask questions concerning any clarification points and to determine your firm_s understanding of the requirement. In accordance with GSA procedures, you are reminded of the following: This task proposal request does not commit the Government to pay any costs incurred in the preparation of this proposal. Nor does it commit the Government to issue a task order for said services. All costs associated with marketing, development, proposal preparation, presentation, submission and negotiation in response to this task request shall be at the contractor_s expense. All travel costs associated with the task order shall be borne by the contractor. Note that the Contracting Officer is the only individual authorized to obligate funds in connection with this acquisition. Please be prepared to make your oral presentation the week of February 12, 2001, at our office in Washington, DC. A copy of the solicitation will be issued to the intended vendor and all firms that respond to this synopsis or otherwise request a copy of the solicitation.
