- NASA/LaRC plans to issue a Request for Quotation (RFQ) for Engineering & Flight operations to include payload integration, flight testing and deployments for instrumentation validation flights with the NASA DC-8 and P-3B Aircraft during the NASA Global Tropospheric Experiment/TRACE-P Mission on the PROTEUS High Altitude Aircraft from airfields located in Hawaii, Guam, Wake Island, Midway Island, Hong Kong and Japan. This procurement is being conducted under the Simplified Acquisition Procedures (SAP)under FAR 13.5 (Test Program for Certain Commercial Items). NASA/LaRC intends to purchase the items from Scaled Composites, who is the only responsible source and no other supplies or services will satisfy Agency requirement. The PROTEUS 281 is a high altitude aircraft and is the only known aircraft with the combined low and high altitude (62,000 feet) capability to meet the test and research requirements of large payloads. The PROTEUS 281 aircraft and design of the instrumentation are proprietary. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 7, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communicationsare not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
