- (a) THIS IS A SPECIAL NOTICE TO ANNOUNCE PLANS FOR THE UPCOMING FY 2002 DU S&T PROGRAM- THIS IS NOT A SOLICITATION FOR PROPOSALS. The Department of Defense (DOD) announces plans for the FY 2002 Dual Use Science & Technology Program (DU S&T). The DU S&T Program is a joint program sponsored and conducted by the Army, Navy, and Air Force. The program provides industry an opportunity to partner with the military services in the development of new dual use technologies that have military relevance and potential benefit (cost, performance or sustainability to defense systems), and sufficient commercial applications to support a viable production base. This is a cost share program wherein industry is generally required to provide at least 50% of the cost. Specific details pertaining to the cost share requirement will be provided in the forthcoming Broad Agency Announcement (BAA). Funding is contingent upon receipt of the FY 2002 appropriation from Congress. Each of the Services has developed broad focus areas of technology to further develop. Industry is requested to recommend specific topics that would fall within the scope of the broad focus areas and meet the dual use objectives. Industry input may consist of meetings, abstracts, telephonic discussions, or any other forum or medium mutually agreeable to focus area members and industry. This process is designed to aid each service in determining the best topics with dual use potential. The focus areas for each service can be accessed at the web site www.dtic.mil/dust; input should be submitted directly to the focal points identified in each focus service area. The due date for industry inputs is 15 Mar 2001. A joint service BAA listing the resultant specific topic areas for the FY 2002 DU S&T Program is anticipated to be issued in April 2001 and will be open to all. Offerors do not have to participate in the topic development process to submit a proposal; offerors who participate in the topic development process will not be given preference during the evaluation of proposals submitted under this BAA.
