- Description
- This is a notice of intent to procure engineering and technical services to support the Naval Air Systems Command aircraft Communication Security (COMSEC) certification, COMSEC test and evaluation (T&E), and TEMPEST efforts for present and future aircraft Research and Development T&E programs. These services are in support of the TEMPEST Branch of the Electromagnetic Environmental Effects (E3) Division, Atlantic Ranges and Facilities Department, Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland. A cost-reimbursement type contract priced on a cost-plus-fixed-fee term (level of effort) basis is contemplated using full and open competition as the procurement method. A base year and four one-year priced option periods of performance, for a total of five years, is planned. Priced within-year option line items for each period of performance providing additional level of effort will be included to provide for variances in project tasking. Efforts will include support in the areas of engineering and technical services, planning, execution, analysis, and reporting of COMSEC/TEMPEST tests on airframes, cryptographic, weapons, missions, and avionics systems. All KEY personnel will be required to have a SECRET clearance, except that four other personnel (the Program Manager AND either a Senior TEMPEST Engineer, OR TEMPEST Technical Expert, OR TEMPEST Engineer, OR Senior TEMPEST Technician, OR TEMPEST Technician) will be required to have TOP SECRET clearances. In addition, ALL technical personnel must be capable of obtaining and maintaining TOP SECRET clearances. This requirement is being procured using full and open competition. The appropriate NAICS code is 54133 (size standard $20.0 million). Award is anticipated on or about 30 September 2001, with an anticipated start date of 01 October 2001. To be eligible to receive an award for this requirement, the contractor must be registered in the DoD Central Contractor Registration (CCR) database NO EXCEPTIONS.
