Description
The National Institutes of Health (NIH), National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) has a requirement to purchase a 3.2mm Triple Resonance HXY MAS Solids Probe 600MHz from Varian Inc., 3120 Hansen Way, MSD300, Palo Alto, CA 94304-1030. The specifications shall be included in the following system: 1) The probe must be compatible with the dimensions of an Oxford Instruments wide-bore 600 MHz magnet and Varian NMR instruments shim system; 2) The probe must have three radio-frequency (rf) channels. One channel (H channel) must operate over the frequency range from 564 to 600 MHz, covering NMR frequencies of fluorine-19 and protons. The second channel (X channel) must operate over the frequency range from 119 to 243 MHz, covering the NMR frequencies from silicon-29 to phosphorus-31. The third channel (Y channel) must operate over the frequency range from 43 to 159 MHz, covering the NMR frequencies from nitrogen-14 to sodium-23; 3) The probe must be capable of stable sample spinning at spinning frequencies from 1 kHz to 25 kHz. The sample volume must be at least 11 microliters; 4) The probe must be capable of proton decoupling fields of at least 140 kHz for 50 milliseconds with 500 watts of rf power at 600 MHz and a 2% duty factor; 5) The probe must be capable of carbon-13 rf fields of at least 100 kHz for 5 milliseconds with 300 watts of rf power at 150 MHz; 6) The probe must be capable of nitrogen-15 rf fields of at least 65 kHz for 5 milliseconds with 300 watts of rf power at 61 MHz; 7) The probe must be compatible with the Varian/Chemagnetics spinning speed controller of an Infinity model NMR spectrometer console, which will be used with the new probe; 8) The design of the sample spinning assembly must be such that NMR samples can be changed reliably at low temperatures, without requiring the probe to be warmed above 0 degrees Celsius to prevent ice formation under ambient humidity. The Institute intends to purchase this equipment by other than full and open competition from Varian, Incorporated. To the best of the Governments knowledge they are the sole manufacturer and distributor of this equipment. Interested vendors may identify in writing their interest with a capability statement to the Contracting Office prior to the closing date of this notice. This notice of intent is not a request for competitive proposals, however, all responses received before the closing date of this announcement will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is for the purchase of commercial equipment with the Simplified Acquisition Threshold of up to $5 million dollars. It is anticipated that Request for Quotation (RFQ) NIH-NIDDK-01-625 will be available fifteen (15) days after the publication date of this synopsis. The anticipated award date is February 20, 2001.
