- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) 7-01-R10. This solicitation is issued as a Request for Quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20. (iv) The North American Industry Classification System Code is 321999; the small business size standard is 500 employees. This is a 100% small business set aside. (v) Supply wood stakes for seedling protection. The stakes will be used for tree seedling protection in conjunction with on-going planting contracts. Actual damages will be assessed for late deliveries. Item 1) Big Summit Ranger District 3/4" x 1 " x 24", 1300 bundles (50 per bundle). Item 2) Paulina Ranger District " x 1 " x 28", 2720 bundles (50 per bundle). (vi) SPECIFICATIONS: Acceptable wood species are Douglas fir, western larch, cedar, redwood, black cherry, or sassafras. Wane shall not exceed " on the face and edge. Knots shall not exceed " on the face and edge. Stakes shall be free of loose knots. Slope of the grain shall not exceed 1 in 6. Stakes shall be free of decay, shall not contain splits or pitch pockets larger than 1" or weeping pitch pockets, shall be of natural color (no discolored materials such as blue stain, water soaked, or aged), and free of core/heartwood of the tree. Moisture content shall not exceed 35% when tested with a wood moisture meter. Stakes shall be free of paint and any chemical treatment. DIMENSIONS: A 1/8" (plus or minus) tolerance is allowed for thickness and width, and a 1" (plus or minus) tolerance is allowed for length. One end of the stake shall have a two-sided point along the stake centerline, a minimum of 3" to a maximum of 4". PACKAGING: Stakes shall be in bundles of 50 that are securely bound on both ends with plastic banding and placed on intact sturdy pallets (50-60 bundles per pallet) for delivery. Bundles shall be covered with a water-proof cover (i.e., shrink wrap). (vii) Delivery is FOB Destination. Maps of delivery locations can be provided at time of contract award. A 72-hour notification shall be given to the individuals listed below prior to delivery, so that arrangements can be made for the Government to provide unloading equipment. Item 1 shall be delivered by April 2, 2001, between the hours of 8:00 AM and 3:00 PM Monday through Friday, to Big Summit R.D., Ochoco Ranger Station, 33700 NE Ochoco Ranger Station Rd (23 miles east of Prineville), Prineville, OR, 97754, contact Becky Kreachbaum (541)416-6645. Item 2 shall be delivered by May 1, 2001, between the hours of 7:00 AM and 3:00 PM Monday through Thursday, to Paulina R.D., Rager Ranger Station Compound, 7803 Beaver Creek Rd., Paulina, OR 97751, contact Renee Roufs (541)477-6921. (viii) The provision at 52.212-1, Instruction to Offerors -- Commercial Items, applies to this acquisition. (ix) The provision at 52.212-2 Evaluation -- Commercial Items applies. The specific evaluation criteria to be included in paragraph (a) of that provision are technical, past performance, and price. (x) Offerors shall include a complete copy of the provision at 52.212-3, Offeror Representatives and Certifications -- Commercial Items, with offer. (xi) Clause 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. (xii) Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, with the following clauses applies to this acquisition: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, and 52.232-36. (xiii) Full text of the clauses may be accessed electronically at the internet site http://www.arnet.gov/far. The purchase card (VISA) will be used for procurement and payment under this contract. The parties agree that the price reflected in this offer reflects use of the purchase card. The contractor notes that it is a violation of VISA regulations to charge a premium for card transactions, but that the vendor is permitted to offer discounts for cash payment. The contractor will not process transactions for payment through the purchase card clearinghouse until the purchased supplies have been shipped. Contractors who are not set up to accept VISA payments will be paid by Purchase Order/check after receipt and acceptance of the item. Quotation shall include 1) Signed and dated quotation on letterhead stationery, 2) Item No. and unit price with extended total with any discount terms, 3) a technical description of items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation (i.e., wood species), 4) FAR 52.212-3 Offeror Representations and Certifications -- Commercial Items, 5) Past Performance information to include recent and relevant contracts for the same or similar items and other references including contact name and phone number, and 6) Sample.
