- NASA/GRC plans to issue a Request for Quotation (RFQ) for: l. Description of Requirement Hypersonic airbreathing propulsion is a breakthrough technology that will make many types of future aerospace vehicles possible and practical. The most important of these identified to date are high speed atmospheric travel, affordable space access, and time critical weapons. The NASA Glenn Research Center will be heavily involved in the development of essential technology and hardware for the foreseeable future. Hypersonic Airbreathing Propulsion is a graduate level short course intended to provide both an understanding of the basic principles and an exposure to realistic experience. In order to achieve these goals, the course if firmly based on the award winning AIAA Education Series textbook "Hypersonic Airbreathing Propulsion" authored by the course directors, and it contains major presentations by the most qualified experts in related fields. The course also introduces the attendees to a powerful suite of modern software that enhances the learning experience and allows independent computational analysis afterwards. This is the seventh offering of one of the most highly rated NASA Glenn short courses. The attendees have found it relevant, stimulating, broadening, and interesting, and it has only improved with practice and time. It is highly recommended by the Engineering Training Committee for the NASA engineers and scientists. The attached Short Course Outline contains many details that enlarge upon the above remarks. lll. Rationale in Support of Statutory Authority It would be virtually impossible for this project to be undertaken by anyone other than the proposed authors. The original hypersonic airbreathing propulsion material, which forms the foundation for hypersonic, is their intellectual property and is uniquely understood by them. The improvements and additions proposed here have been identified, developed, tested and perfected by them while using the original hypersonic over the past 12 years in many different settings. Since the proposed authors are recognized for their previous contributions to this field, Hypersonic II will receive immediate acceptance. Finally, the proposed authors have all the resources necessary to accomplish the task, and have a proven track record for delivering what they promise. STATEMENT OF WORK SCOPE OF WORK: Conduct a short course at NASA Glenn Research Center for the engineering and scientific employees entitled "Hypersonic Airbreathing Propulsion" or HAP for short. LENGTH OF COURSE: Two separate sessions, each 40 hours in length, 8 a.m. -- 4:30 p.m. for five consecutive days each session. COURSE OBJECTIVES: To provide both an understanding of the basic principles and an exposure to realistic experience on Hypersonic Airbreathing Propulsion. PROPOSED DATES: April 2-6, 2001 and April 23-27, 2001 ROOM NEEDED: Computer Room NUMBER OF STUDENTS: Approximately 20 students each session PLACE OF PERFORMANCE: NASA Glenn Research Center TEXTBOOKS: AIAA Education Series Textbook HANDOUTS: Provided by the Vendor for each student EVALUATION: Summary of evaluations after class to be given to NASA Glenn Research Center within 30 days after the class. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase the items from PROPULSION.COM, USAF ACADEMY, POST OFFICE BOX 428, COLORADO 80840; BASED ON STATUTORY AUTHORITY, 10 u.s.c.2304(C)(1) IN THAT ONLY ONE RESPONSIBLE SOURCE AND NO OTHER SUPPLIES OR SERVICES WILL SATISFY AGENCY REQUIREMENTS SINCE THE ABOVE LISTED SOURCE HAS PROPRIETARY INFORMATION THAT NOONELSE HAS. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
