- This a combined synopsis/solicitation for commercial services prepared in accordance with format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; and a written solicitation will not be issued. The solicitation clauses and provisions are those in effect through Federal Acquisition Circular 97-06. The North American Industry Classification System (NAICS) for this acquisition is 541511. The Food and Drug Administration (FDA) intends to negotiate a sole source acquisition with Constantine P. Tropoulos of Sterling, VA. The FDA_s, Statistical Systems and Minicomputer Applications Branch (SSMAB) is responsible for supporting numerous data systems, including the Field Workforce Planning System (Model) and the Compliance Status Information System (COMSTAT). FDA intends to issue a purchase order on a sole source basis to Connie Tropolous to maintain and enhance the Field Workforce Planning System (Model) as needed, including major modifications, which have been requested by the users of Model and the reorganization of the current district structure, which will affect both Model and COMSTAT. Scope of work: The sequence given is the order in which the items below will be done. Items 1a,1b, and1c will be done on an as need basis and will interrupt the work being done on the other items when necessary. (1a) To provide support to DPEM_s Field Workforce Planning System Manager (FWPS). This overlaps with 1b. (1b)Provide DPEM_s Model manager with training on how to use the FWPS_s Projection Model. This overlaps with 1a. (1c) Changes to the lapse factor. When this is changed there may or may not be problems. This may involve data changes to table #1 and possible other system changes. 2. Reformat T.O. Table 13 Aux. Tab Formatted Report to provide a space between each position class and allow the option of printing to the DPEM 8500 or the DRIS 4230. The 4230 printer would serve as a backup when the 8500 down. 3. Modify Model system to provide an automatic cancellation of an incorrect entry as well as to reposition of the cursor for the correct entry. This occurs in multiple places on the Menu selection screens. 4. Add PDA% line on T.O. report. 5a. Modify T.O. Position Class Table No. 8. Add sub total lines. There will be considerable testing needed for this change. 5b. Make data corrections to Table 13, the T.O. Position Factor Report. 6. Download T.O. reports, Consolidation reports, and Workplan Summary Reports to Excel files on PC's. 7. Update Field Workforce Planning System documentation including the User_s Manual. The period of performance is for nine months-requiring 1646 man-hours. The deliverables are: Status reports, modified Model System, Excel files, System Documentation and User Documentation. All deliverables are to be received by the GPO no later than 9/30/2001. All documents will be evaluated based on accuracy and completeness prior to acceptance by GPO and DPEM. Work conducted under this purchase order shall occur in the Parklawn Bldg., Rockville, Md. in an office designated by the FDA Project Officer. The following FAR provisions apply to this solicitation: 52.212-4 Contract Terms and Conditions _ Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Status or Executive Orders _ Commercial Items; along with following additional FAR Clauses, cited in clause 52.222-26 Equal Opportunity; 52.222-35 Affirmative Action for Disabled and Veterans of Vietnam Era; 52.222-36 Affirmative Action for Workers with Disabilities; 52.222-37 Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; 52.225-3 Buy American Act _ Supplies. The following provision also applies to this acquisition, 52.232-33 Mandatory Information for Electronic Funds Transfer Payment. The government requires the professional services of a primary application developer for both COMSTAT and Model Systems. This procurement will be awarded as a simplified acquisition in accordance with FAR 13.5. Interested persons may identify their capability to perform the requirement by submitting a quote. This notice of intent is not a request for quotes however, all quotes received by February 6, 2001 will be considered.
