- Description
- Concerns having the ability to furnish the services described herein are requested to give written notification (including telephone number for a point of contact) to the procuring office no later than February 16, 2001. Such notification shall include the materials described below. CDM Federal Programs Corporation (CDM Federal), under contract to the U.S. Department of Transportation's John A. Volpe National Transportation Systems Center (Volpe), has been providing environmental engineering and related support to investigative and removal activities associated with the Libby, Montana Asbestos Project. This support was initiated in late 1999 and is expected to continue at least through September of 2001. CDM Federal's support has included investigations to monitor, sample and characterize asbestos-containing materials that may be present in the community and at the areas of former vermiculite mining and processing activities, and has also assistance with time critical removal actions based in part on the findings of such investigations. The support of a mobile (on-site) laboratory to provide analytical services in support of investigative sampling, removal actions, remedial actions, and/or research on the Libby, Montana Asbestos Project and potentially related site assessments in other geographic areas may be required. The work that may be performed includes the furnishing of all materials, labor, equipment, facilities, and incidentals, and all else necessary for performing the following analyses: Transmission Electron Microscopy (TEM) by AHERA Method 40 CFR Part 763 E and NIOSH 7402 (Issue 2); and Phase Contrast Microscopy (PCM) by NIOSH 7400 method. The facility shall also be able to perform soil analyses by Polarized Light Microscopy (PLM) by NIOSH Method 9002. Interested parties must submit qualifications information demonstrating capability to perform the analyses noted above as well as the ability to mobilize in the field by February 26, 2001. Submittals in response to this synopsis shall include a detailed description of the mobile laboratory facility and equipment, three relevant past or current project descriptions including references, relevant and appropriate accreditations, and resume(s) of proposed project manager and analyst(s). Evidence of professional liability insurance in the amount of $1 million must also be provided. Responses are not to exceed 20 pages. Interested firms will be expected to provide an appropriate, separate, self-contained facility accredited by NIST/NVLAP for Bulk and Airborne Asbestos Analysis equipped and capable in providing real time asbestos analysis. Personnel for the on-site laboratory shall have requisite experience (at least three years) and be technically competent to perform asbestos PCM, PLM, and TEM analyses. The following items will also be supplied: pre-cleaned sample air cassettes, wipes and containers containing the required preservatives, as appropriate, sample paperwork (chain-of-custody); custody seals; sample coolers; and non-combustible, absorbent packing materials. Asbestos analysis will likely be required on a 24-hour turnaround time basis. Sample media may include bulk, air, soil, sediment, and water samples. The work may also include the submittal of reports following analysis. Data must be submitted in both hard-copy and computer-readable format. Qualifications information shall include your complete mailing address, point of contact (name, telephone number, and e-mail address), reference the solicitation number IFB-2607-211-001-MOBILE, and mail to CDM Federal Programs Corporation, ATTN: Frederick Babin, One Cambridge Place, 50 Hampshire Street, Cambridge, MA 02139, Ph.: 617-452-6129.
