Description

The Broadcasting Board of Governors, International Broadcasting Bureau (BBG/IBB) intents to solicit, negotiate and award a Purchase Order (contract) on a non-competitive basis using Simplified Acquisition Procedures (FAR Part 13) to Collins & Aikman Floorcoverings, 301 Southlake Blvd., Suite 102, Richmond, Virginia 29236 for the purchase of the following: Carpet, Backing: ER3 Tile (18" x 18"); Style: Habitat; Color: Connect 57002; Pattern: Sisal Weave, Qty. 3,300 sq. yds. Labor and freight are to be included. Collins & Aikman is the manufacturer of the above carpet and the style and color pattern is not available from another source. The statutory authority permitting other than full and open competition that is applicable to this procurement is FAR Subpart 6.302-1 (a) (2), 41 U.S.C. 253 (c) (1), which states: A(2) when the supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.@ This Notice of Intent is not a request for competitive price quotations. Interested firms or persons may identify their interest and capability to respond to this requirement. The Government must receive all such price quotations by 12 NOON, Monday, February 12, 2001 to be considered. A determination by the Government not to compete this proposed purchase order (contract) based upon responses to this Notice is solely within the discretion of the Government. Any information received from interested firms/persons responding to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
