Description
Proposals are requested to revise, continuously update and deliver any or all of four- (4) separate multimodal transportation planning training courses. Four separate contracts will be executed, one for each of the four courses. Each subcontract is three (3) years with a two- (2) year option to be exercised solely at the discretion of Rutgers University. All four courses are multimodal in nature and are designed to reach the broad transportation planning community. Each course already exists and instructional materials will be provided with the RFP. The four courses are defined below: Public Involvement in Transportation Decision-Making (FP203) consisting of twenty (20) hours of instruction, over two and one-half (2 ) days, per delivery with up to forty-five (45) deliveries within three years of subcontract signing and up to thirty (30) offerings during the option period, if exercised. This course will be offered to transportation planning and project development professionals with the tools and techniques to effectively involve the public in the transportation decision making process. Statewide and Metropolitan Transportation Programming (FP207) consisting of twenty (20) hours of instruction, over two and one-half (2 ) days per delivery with up to twenty four (24) course offerings within three- (3) years of subcontract signing and up to sixteen (16) offerings during the option period, if exercised. This course provides instruction on the basic concepts, components, and participants in the transportation programming process. Current and best practices are incorporated into the program. The course covers the metropolitan and statewide programming processes required under federal law and regulations and the variety among state programming processes including typical legal, political, and traditional process constraints, as well as aspects of local programming. Multimodal Travel Demand Forecasting (FP210) consisting of twenty-four (24) hours of instruction, over three (3) days per delivery with up to fifteen (15) course offerings within three (3) years of subcontract signing and up to ten (10) offerings during the option period, if exercised. This training program will help to instigate and support modeling efforts that function at a level that is state-of-the-art and advance understanding of the capabilities and limitations of available data and procedures. It teaches advanced multimodal concepts, principles of good practice, and methods to integrate technical information into the decision making process. The course encourages practitioners to use innovative modeling approaches that advance the state-of-the-art and assists managers in determining appropriate staff, resources, and training in this area. Metropolitan Transportation Planning (FP208) consisting of twenty (24) hours of instruction, over three (3) days per delivery with up to forty-five (45) course offerings within three (3) years of subcontract signing, and up to thirty (30) offerings during the option period, if exercised. The course provides a general introduction and overview of the metropolitan transportation planning process. It covers the basic concepts, products, and participants in the process. The training program teaches both procedural and substantive aspects of the metropolitan transportation planning process as well as some "best practices" and federal requirements. NTI will coordinate its activities in the course with the National Highway Institute under whose auspices the course is currently being developed. NTI will require proposers to have had experience with the subject matter as well as experience in revising, updating, and delivering training programs.
