Description
The Geospatial Service and Technology Center (GSTC) is responaible for producing and revising Primary Base Series (PBS) and Secondary Base Series (SBS) maps for the entire Forest Service. The legacy system used to produce these products is built on technology that is no longer supported by the vendor, leaving GSTC's map production capability at risk. GSTC must migrate from the legacy system to current, stable technology to maintain map production capability. The contract that results from this Request for Proposal (RFP) will deliver software to GSTC that will enable the production and revision of PBD/1:24000 and SBS/1:126720 maps. There will be three products types for each map series: hardcopy, vector, and raster. Database design pertaining to PBS/SBS source data and data migration are not within the scope of this contract. This will be the responsibility of GSTC. However, it will be necessary for GSTC and the contractor to resolve data model and database design issues that support databse/application compatibility. Most of the development work will be performed at the contractor site. This solicitation will be for a base with four options. System development and delivery will be accomplished in the base and option one. The remaining option will provide software maintenance.The contractor on this project shall: design, develo, test, and implement a database driven cartographic production system for GSTC by extending and customizing COTS(Commercial-Off-the-Shelf) applications to meet GSTC PBS/SBS production requirements; perform all requirements analysis, design, prototying as necessary to complet the project; assure acceptable system performance; produce documentation and "help" materials for users and administrators of the new mapping system; provide training to all users of the new system; provide maintenance of system software after the project is completed. Technology Requirements: Core COTS functionality will be provided by ESRI's ArcInfo 8 software (Workstation or Desktop). It is expected that Deskyop-based proposals may employ some amount of Workstation technology. Where necessary, third-party COTS applications will be preferred to custom programming when available and cost effective. The new system will be database-driven using SDE 3.0.2 or ArcSDE 8.x with Oracle 8.1x. It must support 32 map production workstations (Windows 2000).
