- Description
- The Environmental Protection Agency intends to award a sole source contract to Consul Risk Management, Acton, MA pursuant to 41 USC 253(c)(1): Only one responsible source and no other supplies or services will satisfy agency requirements. The Environmental Protection Agency has a requirement for Consul/RACF Software purchase and maintenance. The software requires four major utility functions for security control which are RACF analysis, SMF analysis, MVS integrity and library change detection. One of the requirements for EPA Security is to have the ability to set all contractors user IDs to expire at the end of the contract. The EPA requires a product which makes use of user data fields in addition to the installation data fields. In addition, the EPA requires a built-in feature which enables the Consul/RACF administrator to set up default passwords for end users when required by the security staff. Functions which are normally done from the native RACF tool (RACF) can be done within Consul/RACF, such as calling up detail profile data, copy and delete profiles or change fields in profiles by over-typing. Also, a product is needed to be compatible with the current package. EPA anticipates the award of a fixed-price purchase order. NAICS No. 511210 applies, with a size standard of $18M. Interested parties who believe they are qualified to perform this effort must submit a written narrative statement of capability within 15 days of this notice to Sandra Clark at the above address for consideration by the Agency. Responses must include detailed technical information and other technical literature demonstrating the ability to meet these requirements. If no affirmative responses are received within 15 days of this notice, the Government will proceed with the procurement of these services with Consul Risk Management.
