Description

The Walla Walla District Corps of Engineers intends to negotiate and award a sole source contract in accordance with 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, to the University of Idaho, Fisheries Research Unit. Subject contract will be for services to conduct all aspects of ongoing and expected research and monitoring involving telemetry of upstream migrating adult salmon and adult lamprey throughout the watersheds of the Walla Walla District. This telemetry work was originally initiated in 1991. Current and future data must be compared with equivalent data from past years to determine effects of improvements made to hydroprojects and systems for the recovery of Endangered Species Act-listed salmon and steelhead. Data to be collected must use the same fish handling, fish tagging, monitoring, data coding, and databases that have been used since 1991 to ensure consistency and maximum utility of the efforts. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received in response to this notice will normally be considered solely for the purpose of determining whether to conduct a competititve procurement. The size standard for small business concerns under NAICS code 54171 is 500 employees.
