- Description
- The Bureau of Alcohol, Tobacco and Firearms (ATF) intends to negotiate under the authority of FAR 6.302-1 a sole source agreement with Sandra Alexandra Mahr, to continue to promoting the health and well being of all ATF employees and their peers. This is a program that ATF has created and Sandra Alexandra Mahr was a critical part of the program start up. The contractor will be responsible for the following functions: Serving as the Program Manager for the Critical Incident Stress Management Program, which encompasses the Peer Support and Chaplain Programs. Planning, executing, and evaluating processes for activating peer support teams and chaplains during critical incidents and traumatic events. The contractor will be, at a minimum, responsible for: Establishing policy guidelines and processes for the recruitment, certification, and activation of peer support members and teams. Establishing and maintaining oversight of peer support standards and protocol for activations, certifications, training, and evaluations. Providing guidance, if necessary, during activation, and follow-ups with members to assess the effectiveness of the activation process. Establishing policies and procedures for the recruitment of chaplains in the critical incident stress management process. Overseeing the day-to-day Chaplain Program activities including the recruitment process. Interaction with various ATF offices and other Federal, State and local law enforcement agencies. The contractor may be required to assist the ATF Office of the Ombudsman in other operational matters. Coordinate, activate and confirm the appropriate CISM response and intervention plan upon assessment of the traumatic situation. Determine utilization of a network of Support Services Programs such as the Employee Assistance Program, Chaplains Program, Peer Support and other Mental Health Providers affiliated with ATF. Based on the presenting crisis situation, a CISM team will be identified and deployed for the appropriate trauma response. Establish and maintain critical working alliances with a diverse professional referral network to whom the CISM/Peer Support Program Staff can seek consultation and refer employees and their families for ongoing assistance (EAP, Chaplains Program, International Critical Incident Stress Foundation, Inc., Contracted Mental Health Professionals). Develop recruitment and selection criteria and process for Peer Support and Chaplain members with various backgrounds, interpersonal skill sets and qualifications, demonstrated ability to maintain confidentiality, previous crisis related experiences, recommendations by others, and roles and responsibilities that are representative of the ATF workforce in an effort to provide personnel and their family members with a diversely rich Peer Support network. Develop an oversight of the Peer Training curriculum in collaboration with ATF's Training Division to insure essential CISM educational standards and requirements are met and peers are adequately prepared and confident with their roles and responsibilities as interventionists in crisis situations. Develop an oversight of continuing Peer Support education and training in an effort to maximize peer expertise in CISM, share new knowledge and experiences, discuss lessons learned and promote exemplary trauma response. Monitor and follow up to initial training and call-outs to reinforce or expand the peers' skills, enable them to share and learn from their experience, provide one-on-one coaching and feedback and to track and evaluate the quality of their activity. Debriefing the debriefers: Provide internal support and counseling following a call-out to evaluate for potential tertiary stress reactions or burnout in an effort to protect the health and well being of each Peer Support member and the functioning and integrity of the Peer Support Team as a system. Provide ongoing quality assurance evaluations, assessing for strengths and weaknesses of the CISM Peer Support Program and developing continuous quality improvement goals for superior performance and effective outreach services guided by research, professional education and development, experience and lessons learned, and internal customer service feedback. Period of performance will be 01 February 2001 through 31 January 2002. No solicitation package is available. No telephone requests or inquiries will be accepted.
