Description
PROJECT TITLE: BEACH RANGE HABITAT RESTORATION, FORMER FORT ORD, MONTEREY, CALIFORNIA. JOB DESCRIPTION: Sources Sought/Notice of intent to negotiate with one source. The proposed contract action is for services, which the Government intends to solicit and negotiate with the State of California, Department of Parks and Recreation unless as a result of analysis of acceptable responses to this notice, a determination is made by the Government to issue a competitive Request for Quotations. The State of California is the Sole Source able to provide these services due to their knowledge of local sensitivities and public preferences, knowledge of recent project history, knowledge of the concerns and positions of all the major stakeholders, and knowledge and specialized expertise in the technical environmental and ecological issues. The Contractor shall perform all Tasks required for, and related to, the preparation, coordination and completion of the following work items: 1. Coordinate and Schedule all activities addressed under the Scope of Work with Bill Collins (or his designated representative) of the Presidio of Monterey BRAC Environmental Office on this Vegetation Program. 2. Collect seeds and propagate approximately 20,000 native plants for dune restoration based on the following schedule: Seed Collection , April and May (September for Sand Gillia); Nursery Propagation, September and November; Provide approximately 442 man-hours for planting of the newly propagated plants into the former beach ranges habitat; Conduct all required Weed Control for none-native species for the revegetated area, such as European Beach Grass, Ice Plant, Yellow Star Thistle and French Broom from the study area; Monitor the progress of restored Buckwheat population as well as ratio of native to exotic plant species within the entire restoration area, with data to be derived from 20 line and point intercept transects; Determine the recruitment of the restored Coast Wallflower and Sand Gillia populations towards fulfilling the restored individual requirements for the entire northern ranges area for these two species; Compile all the data collected under the Scope of Work into an Annual Report to be submitted to the Presidio of Monterey Defense Language Institute Environmental Office, by the end of the calendar year. All work shall be completed by December 31, 2001.The Procurement will be conducted under NAICS Code 15112. The Size Standard for this NAICS Code is $5,000,000.00. This is not a request for competitive proposals or quotations. The Government will consider responses received within 10 days after the date of publication of this Synopsis. A determination by the Government not to compete this proposed contract is within the discretion of the Government.
