- REQUEST FOR QUALIFICATIONS FOR INDEFINITE DELIVERY, INDEFINITE QUANTITY CONTRACT FOR GEOTECHNICAL ARCHITECT/ENGINEER (A-E) SERVICES Central Federal Lands Highway Division (CFLHD) of the Federal Highway Administration anticipates a maximum of one individual contract award. The contract will operate with individually negotiated task orders issued in accordance with the terms of the contract. The contract awarded will consist of 1 base year with the potential of four 1-year options. A guaranteed contract minimum of $10,000 per year will be provided with a maximum value of the contract not to exceed a five year total of $5.0 million. Specific task order limitations will be a point of discussion and agreement during the initial negotiation. Services are required for indefinite delivery-indefinite quantity type contracts to perform geotechnical investigations and other pertinent highway work for CFLHD. This work will be associated with Federally funded road projects accommodating the needs of various Federal agencies such as, but not limited to, National Park Service, United States Forest Service, Bureau of Indian Affairs, Fish & Wildlife, and the Department of Defense. The predominant geographic area includes, but is not limited to, the following states: Arizona, California, Colorado, Hawaii, Kansas, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, South Dakota, Texas, Utah, and Wyoming. These projects will generally be located in remote sites. The projects will primarily involve improvements to low-volume, low-speed roadways ranging from 3R (resurfacing, restoration, and rehabilitation) to total reconstruction. Firms will be required to perform the predominant amount of work with in-house forces and must demonstrate their ability to satisfactorily accomplish all work items (either in-house or through qualified subcontractors.) Specific task orders will be negotiated as needed to facilitate development of a particular highway project or series of projects. Task orders may or may not include the geotechnical design of a particular highway segment, foundation design, retaining wall design, landslide stabilization recommendations, identification of geologic hazards, rock slope stability, geotechnical instrumentation, laboratory testing and analysis (including source data and compliance with construction specifications), cut and fill slope ratio recommendations, cut and fill shrink/swell factors, soil stability (erosion), culvert condition surveys, pavement design, and other geotechnical concerns. Task orders may or may not be for a complete project or series of projects. Agency coordination, document and report preparation, and management of public meetings, and other public/agency involvement may be required. Submitted files shall conform to the current FHWA Specifications for Computer File Compatibility and Computer File Exchange unless otherwise noted on individual task orders. Geotechnical services shall be performed in accordance with current AASHTO policy, Federal Lands Highway procedures, and/or specific project requirements as determined by CFLHD. Development and preparation of certain permit applications may be required. Firms must comply with Equal Employment Opportunity (EEO) requirements, in accordance with FAR 22.8. Selected firms must submit a subcontracting plan that includes their intended use of small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business concerns. The following evaluation criteria, in descending order of importance, shall be used in the evaluation of prospective firms: (1) Specialized experience and technical competence in the type of work required; (2) Professional qualifications necessary for satisfactory performance of required services; (3) Capacity to accomplish the work in the required time and approach to quality management and quality assurance/quality control; (4) Past performance on contracts with Government agencies and private industry in terms of cost control, budgets, and compliance with quality requirements and performance schedules; and (5) Proximity of the firm=s facilities to CFLHD and the 14-state area. Firms desiring to be considered must submit three copies each of completed SF 254 and SF 255. SF 254's are limited to 7 total pages, including instructions, and SF 255's are limited to 25 total pages, including instructions. All pages must be 8 1/2" x 11". Only responses received in this office no later than 3:30 p.m., MST, March 7, 2001 will be considered. No other general notification to firms will be made and no further action is required. This is not a request for proposal. No solicitation package is available. Selection of firms for award shall be accordance with FAR 36.602-3 and 36.602-4
