- REQUEST FOR QUALIFICATIONS FOR MULTIPLE AWARD INDEFINITE DELIVERY, INDEFINITE QUANTITY CONTRACTS FOR ENVIRONMENTAL ARCHITECT/ENGINEER (A-E) SERVICES Central Federal Lands Highway Division (CFLHD) of the Federal Highway Administration anticipates a maximum of up to three individual contract awards. Each contract is to operate with individually negotiated task orders issued in accordance with the terms of the contract. Each contract awarded will consist of 1 base year with the potential of four 1-year options. A guaranteed contract minimum of $10,000 per year will be provided with a maximum value of the contract not to exceed a five year total of $5.0 million. Specific task order limitations will be a point of discussion and agreement during the initial negotiation. Services are required for indefinite delivery-indefinite quantity type contracts to perform work for CFLHD. This work will be associated with Federally funded road projects accommodating the needs of various Federal agencies such as, but not limited to, National Park Service, United States Forest Service, Bureau of Indian Affairs, Fish & Wildlife, and the Department of Defense. The work is for environmental services needed primarily for improvements to low-volume, low-speed roadways. Improvements range from 3R (resurfacing, restoration, and rehabilitation) to total reconstruction type projects. The predominant geographic area includes, but is not limited to, the following states: Arizona, California, Colorado, Hawaii, Kansas, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, South Dakota, Texas, Utah, and Wyoming. These projects will generally be located in remote sites. Firms will be required to perform the predominant amount of work with in-house forces and must demonstrate their ability to satisfactorily accomplish all work items (either in-house or through qualified subcontractors). Specific task orders will be negotiated as needed to provide the following services, but limited to: environmental research, investigations, evaluations, documentation, GPS mapping of resources, and mitigation recommendations. The mitigation recommendations will concern, but not limited to: wetlands, threatened and endangered species, sensitive species, cultural resources (historic and pre-historic), visual quality, FHWA Section 4(f), socio-economic, hazardous materials (Initial Site Assessments or Phase One Surveys), recreation, soils, water quality, and air quality. Work will include agency coordination, performing research, conducting technical evaluations and preparing detailed environmental documents, in whole or in part. Submitted files shall conform to the current FHWA Specifications for Computer File Compatibility and Computer File Exchange. Work may include presenting above work at public meetings, public hearings, and other coordination meetings. Task orders may or may not be issued for a complete project or series of projects. Some environmental services activities may be accomplished by CFLHD, by other Government agencies, or by other consulting firms. Environmental services will be performed in accordance with current United States Code (USC), the Code of Federal Regulations (CFR), AASHTO policy, Council on Environmental Quality (CEQ) regulations, Federal Lands Highway procedures, other governmental agency regulations having jurisdiction over the project and/or specific project requirements as determined by CFLHD. Firms must comply with Equal Employment Opportunity (EEO) requirements, in accordance with FAR 22.8. Selected firms must submit a subcontracting plan that includes their intended use of small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business concerns. The following evaluation criteria, in descending order of importance, shall be used in the evaluation of prospective firms: (1) Specialized experience and technical competence of the firm to perform the work; (2) Professional qualifications of the firm and proposed subcontractors; (3) Capacity and capability to perform the work in a high quality and timely manner, approach to quality management and quality control/quality assurance, organization structure, subcontractor/consultant management and assurance of quality, and general approach to project delivery; (4) Past performance on contracts with Government agencies and private industry in terms of quality of work, cost control, timeliness, compliance with quality requirements and performance schedules, and compliance with environmental regulations; (5) Demonstrated success using methods for mitigation of environmental impacts; (6) Proximity of the firm's facilities to the CFLHD and the states where the work is anticipated. Firms desiring to be considered must submit three copies each of completed SF 254 and SF 255. SF 254's are limited to 7 total pages, including instructions, and SF 255's are limited to 25 total pages, including instructions. All pages must be 8 1/2" x 11". Only responses received in this office no later than 3:30 p.m., MST, March 7, 2001 will be considered. No other general notification to firms will be made and no further action is required. This is not a request for proposals. No solicitation package is available. Selection of firms for award shall be accordance with FAR 36.602-3 and 36.602-4.
