Description
NASA/JSC plans to issue a Request for Proposal (RFP) for one flight qualified Horizon Sensor for the X-38/V201, with an option for one spare Horizon Sensor. The V201 spacecraft requires the sensor to output DC voltages, have one mounting fixture for a multiple sensor design, and be single fault tolerant. This procurement is being conducted under the Commercial Items Procedures. NASA/JSC intends to purchase the horizon sensors from Barnes Engineering of Shelton, Connecticut, pursuant to authority of 10 U.S.C. 2304(c)(1). The Barnes Engineering 13-470-RH Horizon Sensor is the only known model that will output DC Voltages and consists of a single unit with multiple sensor heads with a single mounting fixture. These features also satisfy the single fault tolerant requirement and ease vehicle integration activities. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 13, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
