- Synopsis for Solicitation N00421-01-R-0038 FABRICATION OF THE SPRAY ARRAY FOR THE AIRBORNE ICING TANKER N00421-01-R-0038 -- DUE 28 February 2001 BY 2:30 PM EASTERN STANDARD TIME, POC Contract Specialist, LaTonya Carr, (301) 757-2618 or CarrLC@navair.navy.mil , and Contracting Officer, Randall S. Johnston, (301) 757-2611 or Johnstonrs2@navair.navy.mil . The Airborne Icing Team (AIT) at the Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD has a requirement to build a Spray Array in FY01 for creating an artificial ice cloud in flight. Machined parts and weldments are required for the fabrication and assembly of the Spray Array. The effort to be solicited provides for the components to be fabricated from NAVAIR technical drawings and ProEngineer 3-D files. These technical drawings may be downloaded from the following web site for proposal purposes at: http://www.navair.navy.mil/business/ecommerce/index.cfm. Scroll under the Solicitation Index and click on Solicitation N00421-01-R-0038 to download all attachments. The ProEngineer 3-D files may be viewed using a free copy of AutoCAD Volo View Express available at: http://www.autodesk.com/prods/volo/download.htm .The applicable NAICS code is 332312. This is a notice of intent to request a proposal and negotiate with all eligible small businesses with a size standard of 500 employees or less. The following outlines the technical requirement as follows: TECHNICAL REQUIREMENT: Statement of Work: Fabrication of the Spray Array for the Airborne Icing Tanker; Section 1.0 -- Introduction: The Airborne Icing Tanker (AIT) Team at the Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD will build a Spray Array in FY01 for creating an artificial ice cloud in flight. This effort requires machining, welding, heat treating and anodizing of aluminum and stainless steel; Section 2.0- Applicable Documents: The following publications, of the issue in effect on the date of invitation for bids, form a part of this solicitation to the extent specified herein; Section 2.1- SAE Publications: Available from SAE, 400 Commonwealth Drive, Warrendale, PA 15096, SAE-AMS-STD-2219 Fusion Welding for Aerospace Applications; Section 2.2-ASTM Publications: Available from ASTM, 100 Barr Harbor, West Conshohocken, PA 19428; ASTM-E1742-95; Standard Practice for Radiographic Examination; ASTM-E1417-99 Liquid Penetrant Examination; Section 3.0- Scope: The components shall be fabricated or purchased at a fixed price from a vendor who meets or exceeds all technical requirements listed in Section 4.0. Section 4.0-Technical Requirements: Section 4.1-The components to be fabricated will be manufactured from the NAVAIR drawings and ProEngineer 3-D files. The drawings are available on the NAVAIR home web page in AutoCAD format. A free AutoCAD viewer is available at http://www.autodesk.com/prods/volo/download.htm ProEngineer 3-D files of the parts can be made available to the offerors. Section 4.1.1-Government Furnished Material (GFM)- There are two extrusions, Airfoil extrusion, 300 ft in 12-ft lengths, and Spoke extrusion, 200 ft in 10-ft lengths, that are government furnished material. The government will provide the sheet gasket material, all the O-rings and O-ring grease. The awardee shall pick up the GFM at NAWCAD, 47697 Ranch Road, Building 104, contact Thomas Hane, (301)-342-0306. All changes to the solicitation shall be sent electronically to the Commerce Business Daily and to the following web site: http://www.navair.navy.mil/business/ecommerce/index.cfm. as amendments. All responsible sources solicited may submit a proposal, which shall be considered. This solicitation will only be available over the Internet in Word 97 SR-2 format, ProEngineer model files, and all technical NAVAIR drawings in AutoCAD format will reside on the NAVAIR Home Page, located on the World Wide Web (WWW). The WWW server may be accessed using client servers such as MOSAIC and NETSCAPE.
