Description
The National Park Service, Department of Interior, is soliciting proposals from construction firms having the capability to perform the work described below. A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. Although price is a critical factor, technical capability of the firm will weigh heavily in the evaluation and selection process. The work under this contract will take place at the Merchant's Exchange Building, 143 South Third Street, Independence National Historical Park, Philadelphia, Pennsylvania. The building is owned and managed by the National Park Service, Independence National Historical Park, 313 Walnut Street, Philadelphia, Pennsylvania, 19106. This building represents one of the most significant architectural and historic resources in the United States of America. As such the Merchants' Exchange has been recognized both nationally and internationally for significance and is listed on the National Register of Historic Places. This project consists of the general construction of the following work: 1. General interior rehabilitation including metal stud and drywall partitions, gypsum plaster on masonry, doors, interior finishes, mechanical, electrical, security, and fire-suppression system. Also included is a new hydraulic elevator installed within the existing shaft. 2. Removal and disposal of existing wood window sash; 3. Fabrication and installation of new wood window sash and exterior doors to match the existing; 4. All work will be performed under a single contract. The technical qualifications of contracting firms submitting proposals for this project will be evaluated using the following capability criteria (in descending order of importance): -- Experience in managing subcontractor's in various trades in a tight work environment. Ability to coordinate trades to minimize trade conflicts and to keep subcontractors on schedule. -- Competence in tenant finish work. -- Ability to construct work of high quality. -- Experience installing Nicet Level III designed systems. -- Experience installing security systems incorporating closed circuit TV, programmable logic controllers, and fiber optic interface. -- Experience in scheduling and other project control software. -- Ability to prepare CPM schedules and effectively use the CPM schedule as a management tool. -- Ability to meet prescribed deadlines. -- Competence in contractor quality control and inspection systems. -- Ability to assure quality work -- Estimated price range, $5,000,000 to $10,000,000. -- Time for completion, 365 calendar days after issuance of the Notice to Proceed -- Offer response date is approximate; actual date will be established at the time solicitation documents are available. -- All responsible sources may submit an offer that will be considered. -- All Sources responding to this synopsis must identify themselves as prime contractor, subcontractor, supplier, plan room, publication, or other. -- Please provide point of contact name, address, telephone numbers (voice and facsimile).
