- Description
- The Department of Justice, Office of Justice Programs, National Institute of Justice, is responsible for the Arrestee Drug Abuse Monitoring (ADAM) program. The ADAM program tracks trends in drug use among booked arrestees in urban centers across the country. ADAM currently operates in 35 counties and is expected to expand to a maximum of 75 counties within three years. ADAM obtains data regarding drug use and abuse, drug markets (including patterns of buying drugs), and treatment needs among booked arrestees. ADAM services are currently being provided under contract number OJP-98-C-001 with Abt Associates, Inc., 55 Wheeler Street, Cambridge, MA 02138, through November 30, 2001. This presolicitation notice is to announce the pending release of request for proposal (RFP) number OJP-2001-R-002 for the data collection and management of the ADAM Program nationwide. The successful offeror will follow the current protocols of the ADAM program to manage the existing multi-site data collection network of state ane local entities, a data processing center, and dissemination efforts. A minimum of 15,347 interviews will be conducted per quarter, per year according to a sampling plan. The Contractor will also manage the effort to add additional sites to ADAM's network , to include outreach data collection at each site and affiliate ADAM sites, and to increase the efficiency and effectiveness of ADAM through management and technological advances. The Contractor will investigate the electronic collection of ADAM data (e.g., Computer-Assisted Personal Interviewing (CAPI) systems) and design a management plan to implement such a system. CAPI technology allows the interviewer to enter interview data directly into a laptop or other portable computer database as the subject is being interviewed in person. CAPI has two main advantages over traditional pen and pencil methods. First, it collapses several costly tasks of data collection into a single step. Second, it increases the data validity by providing interactive data consistency checks during the interview. The transition to collecting data with CAPI involves acquiring the equipment (hardware and software) for all ADAM sites and providing technical assistance to all the users, including interviewers and managers. The contractor may choose to work with an expert subcontractor to design and implement such a system. The electronic collection of ADAM data using a CAPI-like system would be covered under the optional funding category, as opposed to the "anticipated requirement" due to current funding constraints. The Contractor shall operate the ADAM data collection network and data processing and dissemination center and be responsible for four elements of the ADAM program: (1) Task 1 -- management of data collection sites including: assessing the feasibility of including particular sites in the ADAM program (including affiliate sites); assessing the need to replace particular sites due to lack of local interest, assessing the need to replace non-performing local site management, starting up selected new ADAM sites; staffing ADAM sites through subcontracts; training site personnel; monitoring ADAM and ADAM affiliate sites; promoting efficient and effective site operation through innovations in management techniques and the use of available technology, and communicating problems and providing feedback to the Government on a regular basis; (2) Task 2 -- data collection at all ADAM subcontractor sites, including: reviewing all data collection instruments for reliability and validity and making recommendations for revisions when necessary, production and printing of the ADAM adult and juvenile instruments and all NIJ-Approved Addenda, identifying potential subjects, securing subjects' consent, conducting interviews and completing interview instruments, collecting necessary census/arrest caseflow data, and collecting urine specimens according to specified procedures; (3) Task 3 -- editing and entering data from the basic ADAM interview and various ADAM NIJ-Approved interview addenda; processing the ADAM urine specimen data; merging the ADAM interview data and the urine specimen data, preparation of all three types of data (interview, urine specimen and census) for analysis, and weighting the ADAM survey and urinalysis data by the census data; and (4) Task 4 -- analyzing data as directed by NIJ, as well as preparing the ADAM findings for quarterly site report pages, presentations in semiannual and annual reports, and special topic monographs. It is anticipated that the new contract will be awarded not later than August 1, 2001, with a 30 -- 60 days transition period required for any new contractor. The solicitation will be issued under "full and open competition" due to its size and nationwide scope. However, all large businesses (NAICS code 541611, small business size standard $5,000,000 average annual sales) will be required to submit a subcontracting plan, including participation by small disadvantaged businesses.
