Description
The Health Resources and Services Administration (HRSA) intends to negotiate on a sole source basis with the American College of Medical Genetics (ACMG) for the purpose of providing an outlined process of standardization of outcomes and guidelines for state newborn screening programs and to define responsibilities for collecting and evaluating outcome data, including a recommended uniform panel or conditions to include in State newborn screening programs. This is a notice of intent, not a request for competitive proposals. The major focus of this procurement will be to: 1) Better define public health responsibilities for federal and state public health agencies; 2) develop and disseminate model state regulations to guide implementation of state newborn screening systems (including disease and test selection criteria); 3) develop and evaluate innovative testing technologies; and 4) design and apply minimum standards for newborn screening activities. The decision to award the contract to the American College of Medical Genetics is based on their unique capabilities. ACMG is the only organization composed of biochemical, molecular, clinical, cytogenetic and medical geneticists, genetic counselors and other health care professionals committed to the practice of human medical genetics. ACMG has a broad-based membership required to engage the broad-based community needed to implement the Newborn Screening Task Force Recommendations and direct communication and involvement with all other medical specialties and primary providers. ACMG has the requisite contractual relationships with the College of American Pathologists necessary to develop and deliver proficiency testing programs to genetic testing laboratories in the U.S. Therefore, the Government has deemed the American College of Medical Genetics as the only responsible source capable of providing the required services under this contract.
