- Description
- DESC: The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed price Job Order under a Master Ship Agreement for the drydock and overhaul repairs of Mooring Barge No.2. The Mooring Barge is 261 feet and 2 inches in length, with a beam of 80 feet, and a depth of 10 feet and 2 inches. The vessel has a loaded draft of 4 feet and 9 inches and a loaded displacement of 1,845 long tons. The work to be performed will consist of, but is not limited to, drydocking, utilities and services, blasting and painting the vessel, replacement of hull anodes, repairing mooring fenders, overhaul of spuds, refurbishing hoisting block, and sea chest renewal. The work is scheduled to commence on or about 26 March 2001. The work will be performed in two phases. The first phase, Planning, will be completed within five (5) calendar days of Notice of Contract Award and the second phase, Drydocking and Repair, will be completed within thirty (30) calendar days from issuance of the Notice to Proceed for a total of thirty-five (35) calendar days. Liquidated damages may be applied for failure to complete the work within the designated performance period. Solicitation No. DACW61-01-B-0009 will be issued on or about 13 February 2001 with a bid opening of 13 March 2001, 1115 hours, at the local place of bid opening. Copies of the solicitation will be furnished only upon written or fax (215 656-6798) request. No telephonic inquiries will be honored. Prospective contractors must have, or be capable of, entering into a Master Ship Agreement and have the required dry-dock capabilities for the vessel. The contractor's drydock facilities to be used in the performance of the work must meet Military Standard No. MIL-STD-1625C(SH) dated 25 August 1987, and Notice 1, dated 30 December 1992, at the time of award, as evidenced by receipt of a Naval Sea Systems Command (NAVSEA) certificate. As an alternative to a NAVSEA certificate, the contractor may submit a signed and dated certificate from a Professional Engineer stating that the drydock facilities to be used in the performance of the work currently meet all of the requirements applicable to that type of drydocking facility listed in Military Standard No. MIL-STD-1625C(SH), dated 25 August 1987, and Notice 1 dated 30 December 1992. The Professional Engineer must have a license that is valid in any state in the U.S. at the time of award. Acceptance of this alternative certificate is subject to the review and approval of the most recent Facilities Certification Report (FCR) by the Contracting Officer. The FCR must be completed in accordance with applicable Military Standard No. MIL-STD-1625C(SH) requirements for the subject drydock facility. The Professional Engineer and any personnel performing the certification process, must meet the requirements listed under Paragraph 4.4.3 of MIL-STD-1625C(SH). This barge is not an ocean going vessel and has no watertight integrity. In addition, there is a height restriction limitation due to the barge's "A" frame. The "A" frame has a total overall height of 75 feet from the waterline. As a result, the area of consideration is limited to those facilities within the inland waterway that can be reached due to the height restriction. Performance and Payment Bonds will be required. Prospective contractors must be listed in the Central Contractor Register (CCR) to be eligible for award. This procurement is 100%total set-aside for small business. The Standard Industrial Classification Code (SIC) Code for this procurement is 3731 with a size standard of 1,000 employees or less.
