Description

NASA/LaRC plans to issue a Request for Quotation (RFQ) for 10 Analysis Server Version 2.0 licenses, 6 ModelCenter V2.1N Node-Locked licenses, 10 ModelCenter V2.1C Concurrent-use (Network) Licenses, and training. This procurement is being conducted under the Simplified Acquisition Procedures (SAP) FAR 13.5 Test Program for Certain Commercial Items. NASA/LaRC intends to purchase the items from Phoenix Integration, who is the only responsible source and no other supplies or services will satisfy Agency requirements. The Phoenix ModelCenter and Analsysis Software is currently used by LaRC and has been coded to communicate with existing systems at LaRC. It would take substantial duplication of time and money for another company to re-code/duplicate this effort and theses costs are not expected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 2, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
