- The US Army Robert Morris Acquisition Center, Natick Contracting Division, has a requirement for a new Parachutist's Drop Bag (PDB), a load carriage item, that provides the airborne soldier with front and rear mounting capabilities for military free fall (MFF) and static line (SL) parachute insertions. The PDB will provide the Airborne Soldier with the capability to easily secure mission essential equipment. The PDB will be worn or carried by soldiers during all types of airborne operations, on all types of terrain and in all types of climatic conditions. The PDB will be attached to the soldier during airborne insertions. The main compartment of the PDB will accommodate a rucksack (packed) and other mission essential equipment. The PDB will have a quick opening capability to improve the soldier's combat effectiveness and insure combat survivability, and overall mission success. The Army anticipates that two sizes of the PDB will be required, regular and large. The objective of the PDB program is to identify, acquire, test, evaluate and field a suitable commercial PDB that meets the Army's requirements. To be considered, offerors shall submit proposals and two sample PDBs (one of each size). The proposal and sample items submitted shall be the same items that are offered in the commercial market place. These items shall be evaluated for fit, form, size and function using standard military rigging methods. The items shall also be examined to determine interface with and accommodation of standard combat operational airborne equipment. Offerors of PDBs that are determined to be acceptable after the initial evaluation will be awarded a contract to deliver 5 test items of each size (CLIN 0001) for additional evaluation and testing. The Government anticipates multiple awards for CLIN 0001. The test items will undergo further evaluation by Army users for fit, form and function, and will also be subjected to dynamic ground testing. After evaluation and testing, offerors of PDBs that meet fit, form, function and performance requirements specified in the Request for Proposals (RFP), shall be issued a Delivery Order for CLIN 0002 (OPTION) to deliver 40 (minimum) to 1000 (maximum) PDBs of each size. These items will be subjected to Developmental/Operational Testing (DT/OT) to determine if they satisfy all performance requirements identified in the RFP. The Government anticipates multiple awards for CLIN 0002. Upon completion of DT/OT testing, a down-select will be conducted by an Integrated Product Team (IPT) to determine a single offeror for the Production Delivery Order (CLIN 0003)(OPTION) to meet the Army's estimated fielding of 50 (minimum); 10,000 (maximum) Regular Size, and 50 (minimum); 2,000 (maximum) Large Size PDBs. This is a full and open/unrestricted Commercial Item acquisition using Commercial Item procedures outlined in FAR Part 52.212. The NAIC code for this effort is 314999. For the purpose of this requirement, any concern employing 500 or fewer employees is considered a small business. This acquisition will utilize best value source selection and will result in a Indefinite Delivery Indefinite Quantity (IDIQ) Type Contract. The Best Value Source selection will be based on the following factors: System Requirements, Performance Requirements, Contract/Price Proposal, Delivery Schedule, Manufacturing Ability, Past Performance and Warranty in that order of importance. The Request For Proposal (RFP) will be posted on the Natick Acquisition Web Site: http://www3.natick.army.mil on or about 12 February 2001.
