Description
SUBJECT: AtomComp 2000 DC Arc CID High Resolution Spectrograph. DESC: The U.S. Department of Energy's National Energy Technology Laboratory (NETL), Pittsburgh, PA intends to award a purchase order on a sole-source basis to TJA Solutions of Franklin, MA for a AtomComp 2000 DC Arc CID High Resolution Spectrograph, Cat No. 14378600 under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b) "Soliciting from a Single Source" for the above listed Spectrograph,. To be delivered to our site located at 1450 Queen Ave SW, Albany, OR 97321. The specifications include the following: 0.38 meter purged Echelle spectrograph sys. 52.65 groove/mm Echelle grating, focused onto a cooled charge injection device (CID) sensor; composed of a 512 x 512 Pixel Array. Variable wavelength coverage: 195-500 nm (User extendable to 800 nm). CID camera controller to operated all spectrograph hardware functions -- Information is transmitted over a serial data link to a PC/AT compatible computer data system. The readout system is capable of acquiring data from the entire photo active area simultaneously. ThermoSPEC software performs all sample analysis and output functions. The readout computer system is placed external to the instrument. Spectrograph electronics require 110/120-volt power. The Echelle optics produce a two dimensional spectrum which is focused on a Charge Injection Device (CID) detector. This design allows the full analytical spectrum to illuminate the detector, and allows the CID detection to produce a digital readout of the entire spectrum. No exit slits or preprogrammed mechanical devices are involved to limit wavelength selection. All wavelength selection is achieved through interrogation of specific pixel positions in a X-Y grin on the CID chip. In a single reading accurate simultaneous measurements may be made on both intense and faint spectral lines. ThermoSPEC software operates within Microsoft Windows 98 format for ease of use and data transfer to auxiliary programs. Custom reporting of results is made easy with a report generator that allows access to analytical data by a number of categories and indexes. Resistance-stabilized, constant-current 20 D DC Arc source, with reversible polarity -- External heavy-duty pin stand. Output current 6 to 20 A, continuously variable over three user-selectable ranges. Current level may be increased over three steps during the exposure. Reversible polarity capability, Rhodium-plated jaws accommodate 1/8", 3/16", and 1/4" electrodes. Stallwood Jet accessory included. Includes source, stand, spectrometer, workstation, basic spares kit, electrodes, one calibration for SQ powders, installation, and one-year warranty. Power requirements: 208/220V 50/60 Hz. 50 Amps. Includes warranty on Parts, Labor and Travel for thirteen (13) months from Date of Shipment or twelve (12) months from Date of Installation, which ever comes first. This purchase order is being issued to TJA Solutions because the mission of the Albany Research Center (ARC) is to provide stewardship for the Nation's mineral resources by conserving materials produced from minerals. This mission is accomplished at the ARC by research in the areas of wear & corrosion, melting & casting and materials development. In order to support the above research & development, a state-of-the-art analytical laboratory is needed. The Thermo Jarrell Ash Atom Comp 2000 Spectrograph is a state-of-the-art instrument enabling users to perform quantitative and qualitative inorganic analyses on minerals, metals, ores, slags, and other powered solid samples. The Atom Comp 2000 is a direct current arc, charge injection device-Echelle spectrometer. The following combination of technical aspects of this instrument are not furnished by any other source except Thermo Jarrell Ash: Echelle Cross Dispersion Spectrograph, Charge Injection Device (CID) camera system. Resistance-stabilized, constant current direct current arc source with reversible polarity, fully interactive line library with greater than 24,000 lines. The requested instrument will be used to replace a manually operated spectrograph that has been in use at this facility for more than 50 years. An instrument to perform near real time analysis on samples to determine toxicity is needed to protect center personnel from potential health hazards. Purchase of this Spectrograph system will include a discount for the Trade-in of the existing Baird DC arc now on site and will result in cost savings to the government. A furn-fixed price purchase order will be issued. This request is considered to be sole source to TJA Solutions. Therefore, no solicitation will result from this announcement. This award shall be made using simplified acquisition procedures. THIS IS NOT A REQUEST FOR QUOTATIONS. However, all responsible sources may submit a bid, proposal, or quotation which shall be considered by NETL. The responses must convey the ability of the response to meet the stated requirements. The documentation shall include descriptive literature containing sufficient technical literature to establish a bonafide capacity of meeting this requirement. Only FAX responses will be considered.
