Description

This acquisition is to assist the National Science Foundation in redesigning the Survey of Scientific and Engineering Research Facilities and the Large Facilities Follow-up Survey for the 2003 administration of the surveys. This Congressionally-mandated, biennial survey collects information on the status of scientific and engineering research facilities at colleges, universities and nonprofit, biomedical research organizations in the United States. The purpose of the redesign is to obtain the most valid and reliable measurements of the status and condition of science and engineering research facilities. NSF is examining a variety of data collection techniques including, but not limited to, surveys, assessments, administrative records, financial records, and other methodologies. Redesigning the data collection instruments may include redesigning the methodology and the implementation of the data collection. All potential offerors should download the solicitation from the following Website: (http://www.nsf.gov/bfa/cpo/contract/sol.htm). All amendments to the solicitation will also be included at the Website referenced. The RFP is expected to be issued on or about February 1, 2001. To ensure receipt of all special notices and communications that might not be posted to the Website, organizations should submit a notice via e-mail to pwelsh@nsf.gov indicating potential interest and providing a return address for receipt of these communications. Telephone requests will NOT be honored. Full and open competition is solicited under North American Industry Classification System (NAICS) Code 54199 "Other Professional, Scientific and Technical Services." Since this is an unrestricted acquisition, a price evaluation adjustment will be provided for small, disadvantaged businesses.
