- Description
- DESC: The African Development Foundation (ADF), is seeking a highly qualified individual to serve under a two-year contract. The individual will be hired under a Personal Services Contract (PSC) and will work under the supervision of the President of the Foundation. An overview of the position is provided below. Interested candidates should review the minimum qualifications and other information contained in paragraph A and submit applications using Standard Form 171, OF 612 or a detailed curriculum vitae. (CV) The CV should provide details of relevant experience and salary history. The position will be available as of February 12. Overview: The Office of Trade and Investment Promotion (OTIP) of ADF is dedicated to promoting increased participation of indigenous African small and medium-sized enterprises (SMEs)in international trade and investment flows. This Office, in cooperation with ADF's regional teams and Country Liaison Offices (CLOs), identifies, supports and promotes grassroots-based enterprises desiring to improve their competitiveness, expand their enterprises, mobilize additional investment, and access regional and global markets. The specific assignments and responsibilities of the contractor may vary in accordance with ADF programming priorities, USG strategic priorities, regional and country emphasis. Generally, the contractor will serve in the Office of Trade and Investment Promotion as Advisor to ADF's president, other ADF program managers and CLOs, and represent ADF in USG and non-governmental for a related to the development and implementation of participatory trade and investment projects in West Africa. In these capacities s/he will also be responsible for and will undertake the following actions: a.) Identify critical SME trade and investment issues and problems in the changing political and economic environment of West Africa generally, and in individual African countries. Design and develop new programs and projects that contribute to the achievement of USG strategic priorities and ADF goals, while ensuring ADF program complementarity with other USG programs. b.) Formulate, coordinate, and manage ADF strategies and pilot projects for trade and investment responding to ADF corporate strategy, Congressional mandates, and Administration policies. C.) Serve as one of ADF's technical advisor on designing state of the art programs/projects in trade and investment, as a Senior Business Advisor to any prospective enterprise funds with which ADF may partner, and as a Senior Advisor on trade and investment initiatives in ADF's country offices. d.) Directly manage or oversee the management of selected projects, grants or contracts assigned to the Office of Trade and Investment Promotion's program portfolio. e.) Coordinate trade and investment activities with other ADF offices in ADF/W and in the field, USAID and the State Department, other USG agencies, other international agencies, and non-governmental organizations involved in development assistance programs in Africa. f.) Identify the need for and prepare position papers, special reports and studies on important new topics dealing with SME involvement in trade and investment activities in West Africa. g.) Makes site visits to ADF Offices and ADF-assisted projects on a regular basis to advise and assist in program/project design, implementation, or evaluation. The Foundation is seeking candidates who have a minimum of eight years of professional experience in corporate and/or project finance, especially with regard to technical aspects of financing and developing small and medium sized enterprises in West Africa; knowledge and understanding of trade and investment issues, programs and policies, particularly as they relate to West Africa; experience working in West African countries and/or other developing and transitional economies; and demonstrated skills and experience in policy analysis, program, development, technical writing and negotiation. The successful applicant should also be well versed in the areas of financial analysis, evaluation and project development as these factors relate to SME projects. B. . COMPENSATION: Compensation including salaries and benefits will be negotiated based on demonstrated qualifications and salary history. Salary will not exceed $97,108 per annum.
