- Engineering Support and Related Services for NASA/GSFC/Wallops Flight Facility(WFF). This is a notice of intent to issue a Request for Proposal on a noncompetitive basis in accordance with 10 U.S.C. 2304(c)(1)"Only One Responsible Source", to Computer Sciences Corporation, Federal Sector-Civil Group, 7700 Hubble Drive, Lanham-Seabrook, Maryland 20706 for a one month extension, March 1, 2001 through March 31, 2001, with five one-month option periods through August 31, 2001. This proposed engineering support and related services is necessary for continued engineering services at GSFC, Wallops Flight Facility and occasionally at remote off-site locations. The existing institutional services such as facilities engineering, telecommunications, chemical laboratory, and financial management services will be included in the Wallops Institutional Consolidated Contract (WICC). The existing programatic portion of the contract which includes metrology, discipline engineering, safety and project management support will be transitioned under a task order to a GSA Schdule 871 contract. Competition of this contract is not possible due to the short dutation of the service period. Award of this extension to other than the incumbent would likely result in disruption of services. Continued services with the incumbent are considered necessary for orderly and effective engineering support and service activities. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the GSFC/Wallops Flight Facility and the individual indentified point of contact not later than 4:30 p.m. on February 14, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the Government.
