- Description
- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Mr. Timothy M. Korter, Pittsburgh, Pennsylvania, for research assistance services. Services shall be performed by the contractor at the Gaithersburg, Maryland site and shall include: 1) Maintaining the operation of a cw Ti:Sapphire-pumped THz spectrometer and a dye-laser-pumped high-resolution ultraviolet laser spectrometer, 2) Modifying the THz and ultraviolet spectrometers to accept a cryostat, 3) Demonstrating the performance of the cryostat system by recording the spectra of model biomolecules, 4) Undertaking standard spectroscopic analysis of the recorded spectra, and 5) Recording and analyzing high-resolution sub-Doppler molecular-beam spectra of model biomolecules. Deliverables shall be monthly reports. The period of performance shall be 12 months from date of award. There is also an additional optional period of one year. Tasks for this period shall be similar to those described above. The F.O.B. point is Destination, Gaithersburg, Maryland. This is a sole source requirement because Mr. Korter is one of the world's experts in the sub-Doppler high-resolution ultraviolet molecular-beam laser spectroscopy techniques required for the present contract. He has been trained in the Department of Chemistry, University of Pittsburgh, one of two laboratories with such advanced ultraviolet molecular-beam spectrometers. (The other is NIST.) This unique training furnishes him with the essential skills and expertise required under this contract including high-resolution cw uv lasers, molecular beam apparatus, dye lasers, and molecular spectroscopy. Interested persons may identify their interest and capability to respond to this requirement. This notice of intent is not a request for competitive proposals. However, all proposals received within 30 days of this publication shall be considered by the Government. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See Notes 22 and 26.
