Description

USACE, Vicksburg District, plans to award a fixed price, 12-month interim contract because of the existing protests over the A-76 process. Upon resolution of those protests, the Government may terminate the interim contract for its convenience. The Contractor shall provide all technical expertise, planning, supervision, labor, equipment, transportation, procurement services, and other resources for the operation, maintenance, and repair of facilities, equipment, and Government-owned property at John H. Overton Lock and Dam and Lock and Dam No. 2 on the Red River Wateray in Louisiana to include dam operation; lock operation; administrative services; lock and dam maintenance and repair; maintenance and repair of buildings; maintenance and repair of water treatment facilities; drift and debris removal; housekeeping and janitorial services; and inpsections, tours, pickup and delivery and security services. If approved, two 6-month options may be included in the resulting solicitation prior to negotiations. It is the Govenrment's intent to make award without discussions. If award is not made on initial offers, discussions will be conducted in accordance with FAR Part 15. Award will be made to the responsible offeror whose offer represents the best value to the Government, in consideration of all factors including technical and management capability, experience and past performance, and cost, including the options. All responsible sources may submit a proposal which shall be considered by the agency. Issue date on or about 15 Feb 01. Closing date on or about 19 Mar 01. The Government does not intend to acquire a commerical item using FAR Part 12. The solicitation and amendments (if any) will be available by accessing the Vicksburg Consolidated Contracting Office (VCCO) web page at http://www.mvk.usace.army.mil/contract/ . Hardcopies will not be available. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the soliciation and amendments (if any). The proposed contract is unrestricted. See Note 26. The NAICS Code and Size Standard for this procurement are 561210 and $5.M, respectively.
