Description
DESC: NAICS 541330, formerly SIC 8711, applies to this acquisition with a size standard of $4M. The Air Force Institute for Environment, Safety and Occupational Health Risk Analysis (AFIERA), Brooks AFB, TX, desires to contract with Architect-Engineer (A&E) firms to perform Title I, Title II, and Other A&E Services to administrate, coordinate, and technically support programs required by AFIERA for its worldwide Environment, Safety and Occupational Health (ESOH) AF and DoD mission support. The work includes all efforts necessary to manage and execute, Title I, Title II, and Other A&E Services in fulfilling environment, safety and occupational health (ESOH) mission requirements. Title I services include all aspects of planning, programming, studies, services and evaluations leading to and including design of ESOH projects. Title II services include inspection, and/or oversight of ESOH projects associated with their designs, or design by others. Other A&E services include studies, evaluations, assessments, sampling and analysis in support of engineering associated with environmental and occupational health, public health, industrial hygiene, radiation, risk assessment, environmental auditing, special studies and development of sampling strategies for a variety of ESOH projects. A&E selection procedures will be used to competitively award seven (7) to ten (10) indefinite delivery/indefinite quantity (ID/IQ) contracts. One (1) or more of these contracts will be awarded as competitive 8(a) set-aside(s). The estimated program ceiling for all contracts awarded under this announcement is $250 million. No single contract will exceed $200 million. The Best Estimated Quantity (BEQ) is approximately $25M. Each basic ID/IQ contract will have an ordering period of five years with the period of performance extending two years beyond the ordering period. There will be no option periods. There is a minimum order amount guarantee of $15,000 per contract. All contracts awarded under this announcement are subject to an Organizational Conflict of Interest (OCI) Clause. Please see the SARAH Web site (http://sarah.brooks.af.mil) for a full-text version of the OCI clause, Draft Statement of Work (SOW), Labor Category Definitions, AFIERA's Standard Operating Procedure for Analytical Laboratory On-Site Evaluations, and the Electronic Data Deliverable format. Be advised that the draft SOW is for informational purposes only and is not to be used in preparing a response to this notice. Offerors are advised to review the referenced OCI clause and include a subsequent acknowledgement and statement of understanding of the OCI clause in their submittal. Failure to include this signed statement in the SF 254/255 will negate consideration of the firm for this solicitation. It is desired that Offerors have the ability to accomplish classified delivery orders at the secret level in order to accomplish specific environmental tasks. Task orders issued under the basic ID/IQ contract will be for direct performance of required effort. The basic ID/IQ contract will be structured to allow for the issuance of both firm-fixed price and time-and-materials task orders. Selection of firms for these contracts will be based on the following evaluation factors which are listed in priority order of importance: (1) Specialized Experience -- specialized work experience of the proposed team/firm(s) in conducting Title I (design) and Title II (inspections service) work and engineering studies in drinking water, wastewater, hazardous waste, air quality, pollution prevention, ESOH risk assessment, restoration, industrial hygiene/ occupational health engineering, ergonomics, and radiation health physics, as well as in conducting other professional services related to ESOH requirements. In Block 8 of the SF-255, list only current projects or projects completed in the past five years. (2) Past Performance -- on contracts, with government agencies and private industry, in terms of cost control, quality of work, and compliance with performance schedules as related to A&E ESOH services. Emphasis will also be placed on performance of projects simultaneously at multiple geographical areas throughout the 50 United States and its territories as well as worldwide locations. Cite examples of recognition (e.g., awards, client citations) for technical achievements, cost savings, or commendations received by proposed team/firm(s) for projects similar to those being requested in this synopsis. (3) Professional Qualifications -- experience, training, certification, and education of proposed team/firm(s) key personnel that will be assigned to these projects; the type and quality of ESOH projects the staff has been involved with in the past; and, the ability of the staff to be effectively innovative and contribute to the successful completion of project task orders. In Block 4 of the SF 255 (Personnel by Discipline) show the entire proposed team/firm(s) by listing personnel from the prime contractor in line B and personnel from subcontractors in line A. (4) Professional Capacity -- existing capacity of the proposed team/firm(s) professional staff to accomplish the work shall be evaluated to determine if the proposed team/firm(s) has the resources to provide quality products within the time frames required. Subcontractors/teaming partners to be included by the prime contractor in their response should be clearly identified as such for evaluation purposes and will later be agreed to during negotiations of any resultant contract. In addition to disciplines listed on the SF 255, Block 4, and SF 254, Block 8, address the following disciplines: ergonomist, technicians, hazardous waste specialists, asbestos and lead inspectors, draftsmen, toxicologists, risk assessors, chemists, geologists, hydrogeologists, microbiologists, air quality specialists, health physicists, industrial hygienists, environmental engineers, chemical and civil engineers, community relations and report writers. Within the SF-255, Block 10, each prime contractor shall demonstrate how they will manage, coordinate and administer the work (including times of surges and lulls) among the proposed team/firm(s), to include chemical analytical laboratories. (5) Volume of Work -- volume of work previously awarded to the proposed team/firm(s) by federal agencies. This information shall be recorded in Block 9 of the SF 255 by listing applicable projects awarded during the previous 12 months from the date of this announcement, or currently being performed. (6) Location -- all A&E proposed team/firm(s) responding will meet the evaluation criteria for this factor. Accordingly, no one firm will have a geographic advantage under this factor. (7) In accordance with FAR 19.1202.2, the extent of Small Disadvantaged Business (SBD) participation will be evaluated under this acquisition in the following areas; 1) The extent to which SDB concerns are specifically identified; 2) past performance of the prime contractor in complying with subcontracting plan goals for SDB concerns and monetary targets for SDB participation; 3) and the extent of participation of SDB concerns in terms of the value of the total acquisition. The 8(a) firms are exempt from responding to the SDB. Prospective firms shall submit three copies of completed U. S. Government Standard Forms 254 and 255 to 311 HSW/PKOM, Attn: Ms. Dianna Saenz, 8005 9th Street, Brooks AFB, TX, 78235-5353, no later than 4:30 PM CST on 12 Mar 01. Firms are directed to keep the total page count of submission to no more than 100 pages (8.5 x 11, minimum element font size 10, double sided and secured with plastic comb binding element, landscape format, head to foot layout); any additional pages and/or other documents submitted will be destroyed without consideration. Pages are to be numbered consecutively; however, SF254s, cover letter, title pages, tabs, dividers, and table of contents are not to be numbered and are not included in the page count. Electronic format (Adobe Acrobat PDF) SF 254 and SF 255s are requested in addition to the mandatory hard copies described above. Interested firms should state in SF 254 (block 4) if they are a small business, small disadvantaged business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, or an 8 (a) firm as defined in FAR Part 19.
