Description
Sources Sought. The Intelligence, Surveillance & Reconnaissance Integration System Program Office is seeking qualified contractors to support development and fielding of the Air Force Distributed Common Ground System (DCGS) through the DCGS Integration and Activation Team (DIAT) process (information on the DIAT can be found at http://herbb.hanscom.af.mil/esc_opps.asp?rfp=R47). Efforts also include technical support to the AFMC ISR Integration Council (information on the Integration Council can be found at the above web site). The DIAT and AFMC ISR Integration Council is the integration approach selected to implement AF DCGS and satisfy the requirements in the approved DCGS JORD and DCGS CONOPS while minimizing the impact to day-to-day operations of providing ISR and intelligence products to the warfighter. Fielding of DCGS will be accomplished through the successful completion of a series of DCGS Migration Blocks. These blocks represent the planned fielding of new DCGS systems/capabilities and sites, and upgrades of existing functionality. No significant hardware or software development is envisioned for the DCGS Integration Support Contractor (DISC). The range of services will include (but not be limited to) system engineering, integration, planning, and maintaining an understanding of planned upgrades to Community ISR systems. A primary objective is to ensure current and future interoperability between AF DCGS and C2 systems. Potential offerors will be required to have staff personnel with TS/SCI and SAR clearances and facility and storage capability in accordance with the Industrial Security Manual by contract award (projected for June 01). In accordance with FAR 6.302-6, foreign participation on this contract is not authorized. Interested potential offerors are requested to submit a statement of their qualifications and supporting documentation. This synopsis is for planning purposes only, and does not constitute and IFB or an RFP, nor does its issuance restrict the Government as to the ultimate acquisition approach. The information you provide will be evaluated to identify qualified potential offerors. The Government does not intend to award a contract on the basis of this notice, or to otherwise pay for any information solicited. Specific areas to be addressed in the statement of qualifications are: 1) Staff personnel with TS/SCI and SAR clearances and facility capability in accordance with the Industrial Security Manual by contract award. 2) Past experience in performing complex system integration efforts with examples of specific contributions. Address experience in ISR air and ground integration. 3) Understanding of the Air Force mandated standards and architectures required for DCGS and how they affect achieving the goal DCGS. 4) Understanding of the Air Force's goal for a distributed, network centric DCGS and the issues that must be overcome to migrate legacy systems at numerous worldwide sites to a common system. Address ways to achieve commonality, maintain configuration control across multiple operational sites, manage interfaces, issues with accreditation of new capabilities in accordance with DCID 6/3, and resolve changes pushed from dependant programs. 5) Methods or procedures for obtaining Associate Contractor Agreements (ACA) with the numerous contractors that provide equipment and services for DCGS. Address ACAs that may already be in place with DCGS contractors that can be used for this effort. (White Paper, maximum of 12 pages) All statement of qualifications must be received on or before February 1st 2001. Potential offerors will be notified of the results of their evaluation by letter (please include a point of contact and mailing address in the white paper). Potential offerors should indicate whether they are a large business, small business, or small disadvantaged business. See Note 26.
