- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 7315. The solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20. This solicitation is not issued as an 8(a) set-aside. The solicitation is for a 3D Laser Scanner with the following minimum technical requirements: 1. Capable of digitizing an object of at least 1 meter x 1 meter x .45 meter. 2. The digitizer will have a minimum accuracy of +/-.017 inches. 3. Capable of digitizing parts weighing up to 30 pounds. 4. The system must have upgradable modules that allow for scanning of live humans in real time. 5. The system footprint (including table travel) shall not exceed 100 inches wide by 90 inches deep by 130 inches high. 6. The system prior to actual installation must fit through a 53 inch wide by 106 inch high door opening (diagram of machine location, hallways, and adjacent areas where machine must be transported, available upon request). 7. The contractor shall provide software for manipulation of the digitizer produced data files. 8. The software will be capable of outputting directly to the Stereo Lithography system an .STL file. 9. The software shall include editing tools for arranging digitizer data in the amount, configuration and orientation required for CAD/CAM use. 10. Manual, in contractor format, will be provided for operation and maintenance of the digitizer system. 11. The offerer is responsible to install the machine in the government's specified room to meet the offerer's proposed system specifications. 12. The offerer shall provide training for four persons on the system software at any facility within the continental U.S. designated by the offerer within 60 days of delivery. Delivery required within 60 days of acceptance of offer. Delivery will be FOB Destination to the Engineering Research Facility (Room to be later identified), Quantico, Virginia. The provisions of FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The provisions of 52.212-2, Evaluation -- Commercial Items, are applicable. Price will be the evaluation factor used for selection of responsible offeror whose offer conforms to the solicitation. Offerors are advised to include a complete copy of the provisions of 52.212-3, Offeror Representations and Certifications -- Commercial Items, with offer. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The provisions of 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition.
