Description
The Naval Surface Warfare Center, Dahlgren Division has a requirement to procure one (1) operational Digital Synchro Distribution System which shall be delivered and fully installed by the contractor at the AEGIS Surface Combat Systems Center (SCSC) in Wallops Island, VA. Training on the system will be required for system level operations and maintenance purposes for approximately 8 people and technical manuals detailing operations and maintenance instructions shall be required. This requirement is 100% set aside for small business. The applicable NAICS Code is 334419; the size standard is 500 employees. The contractor shall provide all labor and materials necessary to completely install the system and provide a two-year warranty on the system. The Government will provide cabling to and from the system and the contractor will provide cabling integral to the Digital Synchro Distribution System. A brief description of the system follows: The system shall be capable of converting incoming Analog Synchro signals to digital format, distribute the digital signals to converters located within 100 cable feet of the tactical user equipment, and reproducing the analog signals and be fully matrixable allowing any output device to connect to any input device. Also, the system shall have the capability to permit adding and removing outputs connected to a single input without disturbing any other output linked to that input and prohibits outputs from being connected to outputs and inputs from being connected to inputs. The system shall be capable of distributing the digital signals over a distance of 1000 cable feet and provide for automatic control and status display of its functions. Control of the connections shall be achieved via software commands via a user interface (video monitor and keyboard). The user interface will also allow control commands to the Distribution System and fault identification, isolation, and correction. Primary operating power-The equipment shall be capable of non-degraded performance with the primary power of 115VAC +/-10%, 60 HERTZ, single phase. Synchro Signal Sources (Inputs) are: Heading 1X and 36X, Rolls 2X and 36X, Pitch 2X and 36X, Speed 10Kn and 100Kn, both 60 and 400 Hz. The contractor shall provide a maintenance terminal with the system and shall provide an Ethernet interface to allow the Government to connect the Government's own control system and provide the necessary hardware and software to allow operators of the system to troubleshoot the hardware. In addition, an Ethernet interface will be required as part of the system which shall support the control and monitoring of the system. The system requires providing of the conversions and processing necessary to achieve a fully matrixable system for analog synchro interfaces. All equipment cables shall interconnect with this centralized unit. System Size Requirements- The system height shall be limited to a maximum of 85 inches with the total width at a maximum of 25 inches and the total depth at a maximum of 38 inches, including the rack door. Solicitation is anticipated to be issued around 22 February 2001 timeframe with proposals due 30 days thereafter. The above system is anticipated to be procured as a commercial item in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice.
