Description
The Facilities Development Department located at the Marine Corps Air Station, Cherry Point, NC has a requirement for 3 each high density vertical balers. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. A quotation is being requested and a written solicitation will not be issued. Solicitation number M00146-01-Q-3309 is hereby issued as a Request for Quotation. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-21 and Defense Acquisition Circular 98-24. This acquisition is 100% set-aside for Small Business and is under the North American Industry Classification System code 333999, with a small business size standard of 500 employees. This requirement is for a firm fixed priced contract, brand name or similar for the following item: 3 each high density vertical baler, Max-Pak's model number MP-60 HD. The balers will be used at various sites aboard MCAS Cherry Point primarily for baling cardboard and paper products. ESSENTIAL CHARACTERISTICS: Bale Size: 60" x 30" x 48"; Bale Weight: 1000-1200 lbs.; Motor: Min. 15 HP Totally Enclosed Fan Cooled, 220V-40A 3 Phase; Pump: 12 GPM Vane; Cylinder Size: 6" Bore, 3 1/2" Rod, 48" stroke; System Pressure: 2,600 PSI; Cycle Time: less than 60 seconds; Ram Pressure: approximately 70,000 lbs.; Platen Pressure: approximately 45.00 PSI; Bale Ejection: Semi-automatic, hydraulically powered by the upward movement of the platen; Feed Opening: Min. 30" x 60". Feed door shall open automatically and close manually. Opening the door while the machine is running should cause the platen to return to the up position and stop; Mechanical hold down dogs, front and back, to prevent compacted materials from rising into the feed opening; Pressure switch and audible buzzer to indicate that the load is ready to bale; Warranty: Minimum 1-year parts and labor, with 2 years on the cylinder; Unit must be a standard catalogued item and literature must be submitted with proposal. Literature shall include operational and maintenance publications; Installation: Contractor shall provide all materials and labor to install the unit and make fully operational at location as designated by the POC. Power is available at the site. Contractor shall make arrangements with listed POC to view sites for installations. Contractor shall be required to make acceptable arrangements with POC for dates of installations. Government shall be required to give the contractor no less than two (2) calendar week's notice prior to installation. Additional supplies: Contractor shall supply an initial operating supply of 2500 ea -- 11 gauge 13ft long black annealed single loop bale ties per baler. Total of 7,500 ties; Training: Contractor will conduct 2 different training sessions to be coordinated with the POC. Session will cover operation and maintenance of the balers. Balers must meet with ANSI regulations Z245.5, all OSHA standards for balers, and NEMA 12 and UL approved electrical panel and control assemblies. Point of contact at Cherry Point will be named after award of contract. Acceptance shall be made at destination. The required delivery date for the above item is 60 days after receipt of order or sooner. The Government will award a purchase order resulting from this Request for Quotation to the technically acceptable, responsive, responsible offeror based on price alone. The following clauses and provisions are incorporated and are to remain in full force in any resultant purchase order: FAR 52.212-1, Instructions to Offers -- Commercial Items (Mar 2000). FAR 52.212-3 Alternate I, Offer Representation and Certifications-Commercial Items (Oct 1998), a completed copy of this provision shall be submitted with the offer. FAR 52.212-4, Contract Terms and Conditions Commercial Items (May 1999), is incorporated by reference and applies to this acquisition with the following addendum; DFARS 252.204-7004 Required Central Contractor Registration (Mar 1998). The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Aug 2000), to include clauses (10) (11) (12) (13) (14) (15) (20) (23) and (25). DARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (Sep 99), applies with the following clauses applicable for paragraph (b); DFARS 252.206-7000, Domestic Source Restriction; DFARS 252.225-7001, Buy American Act and Balance of Payment Program; DFARS 252.225-7012, and Preference for Certain Domestic Commodities. The request for quote is to be priced FOB "destination" FAR 52.247-34. Request for quote must be received no later than 3:oo PM, local time, 12 February 2001. All quotes not sent through the US mail will be considered to be hand carried and direct delivered. Hand carried quotes (excluding Email and faxes) must be delivered directly to building 159, first floor, MCAS, Cherry Point, NC, Contracting Department. Direct delivery of quote is only possible during weekdays, excluding federal holidays, between the hours of 8:00 AM and 4:00 PM. As of 31 May 1999, all Contractors must be registered in the Central Registration (CCR) Database as a condition of contract award.
