Description

Background "Notice of Contracting Action. The Propulsion Development Systems Office (DSO) intends to issue a sole source FAR Part 12 commercial Request for Proposal (RFP) and contract to General Electric Company, Aircraft Engine Group, SIC Code 3724. The contract is anticipated to be a $601,000,000 firm fixed price indefinite delivery indefinite quantity delivery order contract for the J85-5 engine upgrade kits and T-38C ejector nozzle portions of the T-38 Propulsion Modernization Program. The anticipated RFP date is 30 Jan 2001 and the anticipated contract award date is 16 Feb 2001. This contract will consist of commercially available hardware kits to upgrade 509 T-38C air vehicles and 1202 GE J85-5 engines. The J85-5 engines are compact, high thrust, lightweight turbojet engines with three main bearings and an eight stage axial flow compressor coupled directly to a two stage turbine, designed and manufactured by the Aircraft Engine Group of the General Electric Company in Lynn, Massachusetts. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate his/her concern during the proposal development phase of this program. Potential offerors should use established channels to request information, pose questions, and voice concerns before resorting to use of the Ombudsman.
