Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is Request for Quotation #17QR4-026-01. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-22. Set-aside for small business -- NAICS: 441310 -- Size Standard: $5.0 million. Line Items are: 1) Provide and install 12-1/2 ft. platform bodies; mounted onto Government-furnished 32,000 GVWR Navistar cab and chassis, 84-inch cab to axle, 4-wheel drive -- quantity 14 each. 2) Provide and install 9-1/2 ft. platform bodies; mounted onto Government-furnished 17,500 GVWR cab and chassis, Ford F-550, 60-inch cab to axle, 4-wheel drive -- quantity 9 each. The Government shall deliver the cab and chassis truck(s) to the contractor's location. Contractor's installation facility shall be located within 45 miles of Reno, Nevada. The Contractor shall be liable for all loss or damage of such Government-furnished property until completion and final acceptance of work required under this contract. The est. start date is March 1, 2001 with 21 calendar days allowed per vehicle. TECHNICAL SPECIFICATIONS: 1) All materials, parts and assemblies shall be new and of current manufacturing practices. 2) Manufacturer's standard heavy duty, platform body shall be furnished. 3) Bed shall be steel construction. Structural connections will be made by arc welding or minimum grade 5 bolts and self-locking nuts. 4) There shall be no drilling or grinding on frame flanges ahead of the rear-most springer hanger. There shall be no welding on the frame ahead of the rear-most spring hanger. 5) The understructure shall have no lips or pockets that will trap water and mud. All welds shall meet American Welding Society Standards (AWS). The bodies shall be mounted in compliance with the manufacturer's incomplete vehicle document package. Top quality workmanship is required throughout to assure a minimum useful life. Trucks will have a minimum useful life of 8-12 years. Contractor must be familiar with the Federal Motor Vehicle Safety Standards (FMVSS). Contractor may be questioned on their knowledge and capabilities of their shop. The following FAR clauses apply to this acquisition: 52.212-1, Instructions to Offerors -- Commercial Items; 52.212-2, Evaluation -- Commercial Items (paragraph (a) -- the evaluation criteria will be delivery date and price); 52.212-3, Offeror Representations and Certifications -- Commercial Items, 52.212-4, Contract Terms and Conditions -- Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items. NOTE: Offerors must include a copy of the provisions at 52.212-3, Offeror Representations and Certifications -- Commercial Items with their quote. This can be obtained at http://www.arnet.gov/far. Quote shall include a description of the products offered and the total price for all steel platform bodies required in both Line Items. The Government reserves the option to award to more than one contractor. Quotes are due by COB February 8, 2001, at the Southwest Idaho/Nevada Acquisition Office, 1249 S.
