Description
The contract for Architectural Services, with no guaranteed amount, will be for two years, with individual work orders being issued. Projects will consist of repair and alteration work in existing post office locations and site adaptation up to 100% design of new facilities. Each work order will be negotiated as an individual project. Work orders for any one project cannot exceed $300,000 Columbia FSO or $100,000 Harrisburg District, and the annual limit is $500,000.00 for each 12-month contract period. The contract may be renewed for three, one year periods. The total amount of work ordered over the five-year period may not exceed $2,500,000.00, or be less than $5,000.00. Firms that have the qualifications to perform the services are invited to submit: (1) a Standard Form 254, Architect-Engineer and Related Services Questionnaire, (2) a Standard Form 255, Architect-Engineer and Related Services Questionnaire for Specific Project, and (3) any supplemental data. These forms submitted must be received by February 21, 2001 to the following: D. W. Tokasz, Purchasing Specialist, PO Box 701 (10500 Little Patuxent Parkway, Suite 200, Columbia, MD 21045-3505), Columbia MD 21045-0701. The selection will be conducted with the combined use of SF-254 and SF-255. Must criteria for a firm to be considered: 1. Minimum AutoCad Release 12 capability; 2. sole office must be in the geographic zip code areas beginning 169 through 172, 177, 178, 180-188 (Harrisburg District and Schuylkill County of the Lancaster District) or they have a local branch and all architectural, design, coordination, project management will be perform in that office; and 3. no more than two (2) concurrent USPS contracts. Interested firms with more than one office must indicate on their SF 255 the staffing composition of the office in which the work will be performed. Consideration will be given to interested firms responding to this advertisement that have the minimum requirements in the following order of preference: 1. Firms or joint-ventures with representatives of all A/E disciplines in-house including environmental; 2. Their staff or consultants must have a minimum Pennsylvania-licensed number of staffing consistent of Architect (2), Civil (1), Electrical (1), Mechanical (1), Structural (1), Environmental (1). 3. Firms whose consultants are within 50 miles of the principal A/E firm. Computer capabilities and expertise shall be considered, as well as performance histories on Postal Service projects; and previous experience performance references, during the evaluation process. The contract contains a requirement for firms to provide evidence of current insurance of $200,000 of errors and omissions per claim. Participation of Women and Minority-Owned Businesses subcontracting will be encouraged. It is prohibited to pay any fee, commission, percentage, or brokerage fee to any person or firm contingent upon or resulting from award of a contract for this solicitation. No other general notification for this project will be made. Submissions will not be retained or returned. This is not a request for proposal.
