Description

The Defense Supply Service-Washington intends to award a contract to IHS International on a selected source basis to perform a study on The Evolving Competency of China's Early 21st National Infrastructure. The purpose of this study is to develop an assessment and associated database regarding the evolution of China's industrial competency, and a structure in which the efficiency and effectiveness to employ technology and education in China can be benchmarked. The associated competency of specific infrastructure segments will be compared to the standards of the developed nations in the west. These tasks will be accomplished via specific analysis of non-traditional open resources and networks, consultations with international industrial and financial experts, and development of an associated dialogue between project-associated American and Chinese counterparts. This notice is not a request for competitive proposals. A solicitation does not exist.
