- Please note that a SECOMP-I Pre Solicitation Industry Conference will be held on 06 February 2001, continuing until 07 February 2001 if necessary. The Conference will be held at Mallette Hall, Pruden Auditorium, Bldg. 1207, Fort Monmouth, NJ, beginning with registration at 8:30 A.M. We plan to post a draft agenda for the Conference as well as general directions to Pruden Auditorium to the IBOP no later than 05 January 2001. In addition to the draft Performance Specifications and Statement of Work currently posted on the IBOP, the three options listed below are planned for inclusion in any resultant solicitation. The Government plans to post the draft specifications for these options as well as a draft Section B to the IBOP no later than 05 January 2001. Interested Industry participants must notify the Contracting Officer, Rachel Bogner, and the contract specialist, Catherine Rakowski, of their intent to attend the Conference via email before 24 January 2001. Respective email addresses are Rachel.Bogner@mail1.monmouth.army.mil, and Catherine.Rakowski@mail1.monmouth.army.mil. Please indicate on company letterhead the names of all attendees along with their corresponding phone numbers and addresses. Any questions you wish addressed at the conference should also be submitted via email prior to 24 January 2001. Topics for questions may include the draft specifications, draft SOW, acquisition strategy, etc. These questions will be addressed by the government at the conference without identifying the source of the question to protect the interests of our industry partners. Option 1 Multiband LAN A description of this option will be released at a later date, prior to Industry Day. Option 2 Communications Data: Offeror will provide a bi-directional wideband satellite connectivity for secure global communications that provides a minimum of 128Kbps in X band using DOD Defense Satellite Communications System and a minimum of 1 MBPS in Ku and Ka band (not simultaneously). Use of other satellite networks will be acceptable if equivalent or better performance is provided. In addition, the systems and antenna selected will simultaneously support a minimum of 6 MBPS receive only transmission from the Global Broadcast System (GBS) in both Ku and Ka band. A data capability will be required using both UHF SATCOM 25KHz and 5 kHz channels (not simultaneously) to support TCP/IP services simultaneously with two voice networks. Offeror will provide a capability for asynchronous TCP/IP services is required using the 6Mbps GBS receive and the UHF SATCOM for transmit back to a ground location Voice: In accordance with the SECOMP-I SOW the offeror will provide to two UHF TACSAT Nets in the Standard package and 3 UHF TACSAT Nets in the Command package. Additionally, the offeror shall provide for the following Line of Sight voice networks: Two VHF SINCGARS voice nets, and one UHF LOS voice net. Option 3 Multifunctional Command and Control Suite The Offeror shall provide for the integration of various Service and Joint C2 systems requiring TCP/IP services. The Offerer will propose how all of the Army Battlefield Functional Areas (BFAs) provided by the Army Battle Command System (ABCS) may best be integrated into an aircraft suite that minimizes the size/weight of the EMPRS configuration. The approach selected should displace minimum number troop seats not to exceed 6. Configuration shall be mounted in transit cases for a roll-on/roll-off capability with any one transit case not exceeding the two person lift limit of 74 pounds. These cases must also be capable of being mounted on a standard USAF pallet for ease of loading and provide for operations enroute.
