- Background "SIMPLIFIED ACQUISITION OF BASE ENGINEERING REQUIREMENTS (SABER) This requirement is being set aside as a national 8(a) competitive acquisition. Interested 8(a) concerns should, as early as possible, register to receive the solicitation. The solicitation for the Wright Patterson AFB (WPAFB) SABER contract will be released soon. This is a pre-solicitation synopsis. The SABER RFP will be released on or about 5 February 2001. Proposals will be due 30 days after the proposal release date. A pre-proposal conference will be conducted approximately 10 days after the RFP is released. Details regarding the pre-proposal conference will be included with the RFP. This acquisition is for a broad range of maintenance, repair, and minor construction work on real property at Wright-Patterson AFB and its associated sites. The WPAFB SABER requirements are required in support of 88 ABW/CED, Base Civil Engineer (BCE) activities. The resulting contract will be an indefinite delivery-indefinite quantity type contract and will include a wide variety of individual construction tasks as identified in the Unit Price Book (UPB) for this contract. Each delivery order issued under the SABER contract will be firm fixed price. The performance period will include a twelve-month base period and four twelve-month option periods. During contract performance, the BCE will identify construction tasks required to complete each delivery order, and Operational Contracting will negotiate and issue individual delivery orders with the contractor to complete those orders. The contractor will be required to furnish all materials, equipment (unless GFP), and personnel necessary to manage and accomplish the projects. Individual delivery orders will vary in size and complexity. Delivery orders will include tasks in a variety of trades, including, but not limited to carpentry, road repair, roofing, excavating, interior electrical, steam fitting, plumbing, sheet metal, painting, demolition, concrete masonry, and welding. The guaranteed contract minimum is $60,000 for the base year and $60,000 for each option year. The estimated contract value is 40 million (8 million * 5 years). The average dollar value of SABER delivery orders under the current SABER contract at WPAFB is $63,042.17, with an average range from $20,000 to $75,000.
