Description
THIS IS A SOURCE SOUGHT SYNOPSIS. NO SOLICITATION DOCUMENT EXISTS AT THIS TIME. REQUEST FOR A SOLICITATION DOCUMENT WILL RECEIVE NO RESPONSE. This sources sought announcement is issued for the purpose of identifying potential sources capable of demonstrating products to support the Air Force (AF) Technical Order (TO) Concept of Operations (CONOPS) Architecture. TECHNICAL INSTRUCTION/DESCRIPTION: The AF TO process is currently based upon distribution of paper documents and Compact Disks (CDs) to the point of use. Management of these products requires significant resources and presents delivery concerns. In addition, the process of changing these documents over a period of time has resulted in proliferation of cumbersome supplements and delays in distribution. The advent of modern digital technologies has paved the way toward potential solutions to these issues. Working together, the MAJCOMs and AF/ILM established a AF TO Vision. Subsequently, AF/ILM tasked AFMC/DR to work with the other MAJCOMS toward the vision. This tasking memorandum, dated 28 February 2000, restated the TO Vision: All TO users are provided quality, up-to-date, technically accurate, and user-friendly TOs at an acceptable price. The memorandum directed the following steps in order to work toward the vision: "First, we must identify user requirements and develop an AF future concept of operations (CONOPS) for the acquisition, sustainment, management, distribution, and use of TOs. Second, we must develop an end-state system architecture to support the CONOPS. The CONOPS and architecture should take into account adaptability of digital data to advancements in technology and potential changes in industry standards. Finally we must develop a transition plan/roadmap for migrating from our current antiquated environment to the desired modern end-state. This plan should address the future architecture. Additionally, the plan should include recommended policies/guidance needed to support the transition." The AF completed development of the TO CONOPS, which is available at https://www.asc.wpafb.af.mil/msg/cts/, and is currently exploring possible TO architectures to support this TO CONOPS. To support this exploration, the Materiel Systems Group (MSG) is conducting a market survey analysis to identify commercial products and associated costs which may support the AF TO CONOPS architecture. MSG surveyed AF TO users and managers to determine what they consider important in a TO architecture. These features are presented in the AF TO CONOPS Architecture Features Checklist, which is available at https://www.asc.wpafb.af.mil/msg/cts/. MSG will perform this market survey analysis by reviewing AF TO CONOPS Architecture Features Checklists completed and submitted by interested vendors. Selected vendors whose products satisfy a portion of the items contained in the AF TO CONOPS Architecture Features Checklist may be invited to demonstrate their products in the MSG Information Technology Application Center (ITAC) at the MSG, Wright Patterson Air Force Base, 45433. Vendors may also be requested to provide the Government a 30-90 day no-obligation evaluation period of the software and/or hardware and to provide rough order of magnitude costs for their products. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted or for any presentation/demonstration provided by respondents. Potential demonstrators are expected to bring applicable hardware, software, and sample data as well as provide technical support for demonstrations. Vendors will be asked to demonstrate products using vendor-provided data as well as an AF Standard Generalized Markup Language (SGML)-formatted TO and an AF Indexed Portable Document Format (IPDF)-formatted TO. Interested vendors must respond by COB 05 February 01. Vendors who believe they possess the appropriate expertise and experience shall submit via email to Ms Rachel Abraham at rachel.abraham@wpafb.af.mil and Mr Rick Cowan at richard.cowan@wpafb.af.mil : (1) a completed AF TO CONOPS Architecture Features Checklist (the AF TO CONOPS Architecture Features Checklist as well as instructions for completing the Checklist are available at https://www.asc.wpafb.af.mil/msg/cts/), (2) a brief description of product to be demonstrated (not to exceed three pages), (3) quantity of set up time required (i.e., how long to set up hardware and/or to load software), (4) and any other special needs. The vendor shall also submit, via email to Ms Abraham rachel.abraham@wpafb.af.mil and Mr Cowan, a cover letter which shall include the following: (1) name and address of vendor, (2) name, telephone and fax numbers of point of contact, (3) e-mail address of point of contact, (4) if the vendor has supplied a product to a DoD customer that satisfies the same or similar features as contained in the AF TO CONOPS Architecture Features Checklist, the vendor should also provide a brief (i.e., no more than one page) description of the product and the name of the customer.
