Description
The Connecticut Army and Air National Guard is seeking an Employee Assistance Program (EAP) that provides comprehensive confidential counseling and training service for up to 950 full-time support personnel (FTS) and their families. Program will offer services such as stress and financial management, relationship problems, alcohol and drug abuse, housing issues, anger management, and emotional difficulties. Specific services will consist of: a. Access to a 24-hour, 7-day, toll-free EAP referral line staffed by professional counselors; b. Supervisory and employee orientations; c. Educational materials to promote EAP services to employees; d. Counseling for FTS personnel and dependents, providing up to either 6 or 8 sessions per event, per year; e. Unlimited access to a supervisor's hotline; f. Wellness and prevention programs; g. Supervisory consultation and training; h. Semi-annual utilization reports; i. Critical incident stress debriefing to employees; j. Satisfaction surveys to all EAP users. Any questions pertaining to this solicitation shall be in writing and directed to the name and address aboce at fax 860-524-4874.The Government intends to evaluate proposals and award a contract without discussions, however the Government reserves the right to conduct discussions if it is determined neccessary. The Government will select the most technically acceptable low cost proposal. All proposals will be evaluated on the following items: 1. Technical ability to provide the services and products required; 2. cost; 3.Past performance. The Government requires that all Contractors be registered in the Central Contractor Registration database prior to any award. Information on registration may be found at www.ccr.dlsc.dla.mil. Period of performance will be for one year with two, one year options to extend the period of performance. Proposal Due Date is expected to be April 2001.
