Description

The United States Agency for International Development/Zimbabwe (USAID/Z) in Harare, Zimbabwe in furtherance of the HIV/AIDS Strategic Objective's Intermediate Result #2 (IR-2), "Enhanced Capacity to Conduct Advocacy and Implement Policy to Prevent HIV/AIDS Transmission and Mitigate Impact at the National Level", is soliciting offers from responsible entities to implement technical approach(es) and interventions that: (1) will support policy development in the public sector which strengthens government understanding of policy effectiveness in designing and implementing policy; and (2) strengthens civil society organizations'(NGOs, church groups, and community groups) ability to advocate to create an effective interface between public and private institutions for better policies. The successful offeror shall provide the most appropriate mix of small grants, technical assistance, training, and policy-making workshops, and studies in order to assist and increase the capacity of organizations involved in fighting the AIDS epidemic in Zimbabwe to undertake advocacy activities to influence the policy and legislative processes of the national government; to support policy development in the public sector; and to assist USAID/Zimbabwe achieve IR-2. The offeror submitting the proposal which offers the best value in achieving the HIV/AIDS Strategic Objective's IR-2, will be awarded a performance based/completion, cost-plus-fixed-fee (CPFF) contract with a maximum funding level of US$5,500,000 and a period of performance extending through 30 September 2005 to implement the proposed technical approach(es) and interventions. The planned release date for the RFP is the end of February 2001 with proposals due approximately 45 days thereafter. The preferred method of distribution of USAID procurement information is via the Internet or by request of a solicitation on a 3.5" floppy disk (Microsoft Word 97 format).
